The Department
The Mainland China IT Department is responsible for building a new IT team within Mainland China, designing and developing modern technology to offer an innovative and unmatched customer experience while staying close to operations, including our Conghua Racecourse, Club Houses, IT infrastructure, and new AI and digital developments. It is also responsible for formulating a strategy to partner with top-tier service providers in China and setting up an Innovation Center in China.
The Job
You will:
- Manage project compliance in accordance with the internal IT Product Development Lifecycle and SP30 PMO processes
- Assist in stakeholder management, including identification of project/programme stakeholders, their expectations and communicated channels
- Provide support to the Programme Lead, including setting up all work plans and delivery plans in the work planning tool
- Assist in defining, refining and clarifying stakeholder requirements within the sub-workstream to arrive at a clear scope of work with well-defined deliverables
- Assist the Programme Lead in maintaining the quality plan, issue and risk registers and contract matrix for supplier engagements
- Define and produce project and programme status reports
- Oversee the document management process
- Manage time and cost tracking
- Track and monitor the impacts and interdependencies between the project/programme
- Track and monitor project/programme resource profile and execution of resource ramp-up/down plans
- Participate and contribute positively to create a diverse and inclusive culture with trust and respect. Play an active role to support cross-team/division/department efforts and model collaborative behaviours
You will:
- Degree qualifications in Computer Science, Engineering, or a related discipline
- Minimum of 10-15 years of relevant work experience in IT programme and project management
- Proven track record in managing a large-scale project with at least two years of project duration
- Experience in delivering a transformation programme is desirable
- Experience running projects under both Waterfall and Agile/Scrum methodology
- A good understanding of the system development life cycle in enterprise systems
- Effective communicator to different levels of stakeholders & Technology teams, and can present complex ideas and technical details in layman's terms
- Demonstrate a proactive working attitude to achieve common goals with good influence and negotiation skills
- Strong oral and written English language skills
- Project management certification (PMP and Agile/Scrum Master) is preferable
- Proficiency in Cantonese and Putonghua (written and spoken) is an advantage
- Experience in working with IT infrastructure projects is preferred
- Experience in working with China app developers (i.e. Tencent) is preferred
- Experience with Virtual Reality and/or Augmented Reality systems is preferred
- Experience in managing mid to large-scale enterprise projects in a complex three-tier environment is preferred

- Provide roll-out and post-implementation support.
- Support programme governance, monitor project progress, and escalate any risks and issues in time.
Requirements
- Bachelor degree in Business Administration, Computer Science, Information Systems, or related discipline.
- At least 3 years of experience in business analysis or project management including test planning and execution.
- Knowledge of insurance products and operation workflow and/or integration cutover plan will be an advantage.
- Knowledge of UAT methodologies, tools, and best practices is preferred.
- Excellent interpersonal, communication, negotiating, and problem-solving skills.
- Able to work independently and proactively to deliver in accordance with timeline.

Responsibilities:
- Take overall responsibility for project design, planning, and execution, including overseeing consultants' performance
- Assist in all aspects of project management, from strategy formulation to procurement and delivery, ensuring cost control and adherence to schedules
- Lead the E&M team to provide expertise and engineering support, ensuring projects are completed on time, within budget, and to high quality and safety standards
- Lead the E&M team in maintaining professionalism and fostering effective partnerships to achieve excellence
- Liaise with internal and external stakeholders to achieve project objectives, providing technical support and expert advice on E&M to other divisions
- Prepare procurement documents, manage consultant selection/appointment, and monitor their performance
- Coordinate with stakeholders to finalize project briefs, develop designs, manage procurement and construction, and facilitate project handover for operation and lease
- Collaborate with consultants, government departments, utility companies, and relevant organizations on project planning, design, and implementation
- Prepare papers and reports for approval by the Board and related Committees
- Ensure compliance with the Company's guidelines and Delegation of Authority for works projects
- Perform any other duties as assigned by the Supervisor
Requirements:
- Bachelor's degree in building services engineering, Mechanical/Electrical Engineering, or a related discipline.
- Member of a recognized professional institute in Building Services Engineering, Mechanical/Electrical Engineering, or related disciplines
- Minimum 15 years of relevant experience in sizable infrastructure development or site coordination of building projects, with at least 12 years of post-qualification experience and at least 10 years at a managerial level
- Experience in developing and managing institutional projects (e.g., University, Hospital, R&D offices, Laboratory) is preferred
- Strong knowledge of government procedures and statutory compliance requirements will be advantageous
- Excellent interpersonal and communication skills
- Proficient in written and spoken English and Chinese (including Putonghua)
- Station in Lok Ma Chau Office is required (Shuttle bus service will be available)
