The Department
The Mainland China IT Department is responsible for building a new IT team within Mainland China, designing and developing modern technology to offer an innovative and unmatched customer experience while staying close to operations, including our Conghua Racecourse, Club Houses, IT infrastructure, and new AI and digital developments. It is also responsible for formulating a strategy to partner with top-tier service providers in China and setting up an Innovation Center in China.
The Job
You will:

• Manage project compliance in accordance with the internal IT Product Development Lifecycle and SP30 PMO processes
• Assist in stakeholder management, including identification of project/programme stakeholders, their expectations and communicated channels
• Provide support to the Programme Lead, including setting up all work plans and delivery plans in the work planning tool
• Assist in defining, refining and clarifying stakeholder requirements within the sub-workstream to arrive at a clear scope of work with well-defined deliverables
• Assist the Programme Lead in maintaining the quality plan, issue and risk registers and contract matrix for supplier engagements
• Define and produce project and programme status reports
• Oversee the document management process
• Manage time and cost tracking
• Track and monitor the impacts and interdependencies between the project/programme
• Track and monitor project/programme resource profile and execution of resource ramp-up/down plans
• Participate and contribute positively to create a diverse and inclusive culture with trust and respect. Play an active role to support cross-team/division/department efforts and model collaborative behaviours
  

• Degree qualifications in Computer Science, Engineering, or a related discipline
• Minimum of 10-15 years of relevant work experience in IT programme and project management
• Proven track record in managing a large-scale project with at least two years of project duration
• Experience in delivering a transformation programme is desirable
• Experience running projects under both Waterfall and Agile/Scrum methodology
• A good understanding of the system development life cycle in enterprise systems
• Effective communicator to different levels of stakeholders & Technology teams, and can present complex ideas and technical details in layman's terms
• Demonstrate a proactive working attitude to achieve common goals with good influence and negotiation skills
• Strong oral and written English language skills
• Project management certification (PMP and Agile/Scrum Master) is preferable
• Proficiency in Cantonese and Putonghua (written and spoken) is an advantage
• Experience in working with IT infrastructure projects is preferred
• Experience in working with China app developers (i.e. Tencent) is preferred
• Experience with Virtual Reality and/or Augmented Reality systems is preferred
• Experience in managing mid to large-scale enterprise projects in a complex three-tier environment is preferred

You will:

• Be accountable to the project sponsor for delivering project outcomes within agreed timelines, quality standards, and budget constraints
• Create and manage the project budget, ensuring alignment with project goals
• Develop, manage, and resource IT project plans, reviewing them regularly with the project sponsor
• Monitor and report on project progress, commitments, and adherence to governance requirements
• Diagnose and evaluate potential risks and issues throughout the project lifecycle, implementing mitigation plans as necessary
• Ensure effective quality controls and appropriate standards are integrated into the project plan
• Implement change management processes to adapt to project needs

Job Description:

Assist the Chief Project Development Officer in managing and planning all works projects for timely completion, within budget, and meeting required quality standards

• Perform any other duties as assigned by the Supervisor

Requirements:

• Bachelor's degree in building services engineering, Mechanical/Electrical Engineering, or a related discipline.
• Member of a recognized professional institute in Building Services Engineering, Mechanical/Electrical Engineering, or related disciplines
• Minimum 15 years of relevant experience in sizable infrastructure development or site coordination of building projects, with at least 12 years of post-qualification experience and at least 10 years at a managerial level
• Experience in developing and managing institutional projects (e.g., University, Hospital, R&D offices, Laboratory) is preferred
• Strong knowledge of government procedures and statutory compliance requirements will be advantageous
• Excellent interpersonal and communication skills
• Proficient in written and spoken English and Chinese (including Putonghua)
• Station in Lok Ma Chau Office is required (Shuttle bus service will be available)

• Design, promote and execute learnings and trainings, and drive participation and completion rate
  
  

• Lead end-to-end solution delivery projects for IT Infrastructure and Operations
• Collaborate with different business units and stakeholders across various levels in the Company to deliver project objectives
• Manage post Go-live hyper care and ensure seamless transition to operations with focus on knowledge transfer and sufficient documentation
• Communicate with key stakeholders and provide consolidated reporting of project status, risks and issues
• Maintain continuous improvement of ITSM processes
• Collaborate with cybersecurity teams to perform emergency patching in a timely manner
• Contribute to the development of the workplace technology, technical methodologies, best practices, policies, procedures and associated documentations
• Develop, test and maintain software packages for distribution to user desktops, troubleshooting and resolving issues as they arise

• Bachelor degree in IT or related disciplines
• 12+ years of related technical experience with 5 years in managing teams
• Fluent in English and Putonghua, other language skills will have additional advantages
• PMP, ITIL, or relevant certifications are highly desirable
• Self-motivated, action and result oriented
• Well organized, good communication and reporting skills
• Strong team collaboration and interpersonal skills with multi-disciplined staff at all levels
• Strong understanding of enterprise-level technology infrastructure, digital workplace architectures and integration methodologies
• Knowledge and experience in managing Windows PC and Mobile in an enterprise environment, including support/ break-fix/ image-&-re-image / patch and any automated tools, e.g MECM, Intune and Autopilot
• Knowledge and experience in managing Windows OS deployment and application packaging
• Knowledge and experience in supporting virtual desktop
• Familiar with cloud-hosted products such as Microsoft 365 (M365)
• Experience in interacting with software and hardware external vendors
• Proficient in project management methodologies and tools, with a track record of delivering projects on time and within budget
• Able to effectively prioritize and execute tasks in a high-pressure environment
• Able to follow through tasks until completion as a team
