About The Role

The Purchasing Officer (Sourcing) is responsible for researching, evaluating, and recommending potential vendors and suppliers for HKIS including negotiating terms such as pricing and delivery. KEY AREAS OF RESPONSIBILITY

Sourcing:

  • Research products, suppliers, and vendors to ensure goods and services are purchased from reputable and reliable vendors and service providers.
  • Shortlist and summarize potential vendors for each product/service based on agreed criteria; e.g.; company size, years in operation, reputation/references.
  • Negotiate prices and recommend vendors and service providers based on agreed scoring criteria
  • Create and maintain approved preferred supplier lists
  • Build standard product lists to help streamline the purchasing process
  • Facilitate the ease of purchasing for internal customers
  • Ensure information is easily accessible by employees (e.g., vendors, products, pricing) to maintain operational efficiency and provide transparency.

Customer Service and Enquiries :

  • Collaborate with colleagues to facilitate the ease of purchasing for internal customers (e.g.; understanding customers’ needs & expectations, delivery timeline, quality, technical specifications)
  • Respond to questions and requests and liaise with colleagues to ensure the purchasing decision meets expectations and aligns with internal policies & guidelines.
  • Provide updates to customers as required; e.g., information on vendors, pricing, delivery timeline.
  • Follow up with vendors and/or service providers as necessary.
  • Evaluate preferred vendor and service provider lists regularly to assess their performance and pricing including seeking feedback from customers.
  • Troubleshoot with vendors and/or service providers when delivery of goods or services do not meet specifications including quality.
  • Negotiate contracts/service agreements in collaboration with the Business Office.

Purchase Requests and Purchase Orders :

  • Assist where necessary in processing PRs and POs to ensure the smooth operation of the purchasing team.
  • Follow up on outstanding POs to ensure they are completed and/or closed on a timely basis.
  • Maintain and update the procurement system data

Other:

  • Undertake other duties and functions as required that will impact and strengthen the contributions of the department and overall operations of the school.

MINIMUM REQUIREMENTS AND QUALIFICATIONS

Education:

Diploma and above, in purchasing or logistics.

Experience:

  • 3+ years experience as a Purchasing Officer or similar role.
  • 2+ years experience in sourcing products and services preferably in a medium to large organization
  • Experience researching, evaluating and liaising with vendors

Required Skills:

  • Excellent verbal and written English and Cantonese
  • Highly organized and excellent time management
  • Ability to collaborate with individuals at all levels of an organization
  • Analytical and ability to solve purchasing and related problems
  • Self-motivated and ability to multitask
  • Proficient in Microsoft Office Applications

Position Mission

  • We are seeking a strategic and hands-on Sourcing Manager to lead the sourcing and qualification of new vendor factories across Southeast Asia.
  • This role is instrumental to the Company’s growth and diversification strategy, focusing on identifying reliable partners capable of producing high-quality watch components and complete timepieces in alignment with our technical and brand standards.

The Job

  • Identify and source high-potential watch manufacturers in key Southeast Asian markets such as Vietnam, Thailand, Indonesia, and Malaysia.
  • Lead factory qualification processes including on-site audits, capability assessments, and compliance reviews.
  • Evaluate vendor production capacity, quality assurance systems, technical capabilities, and readiness for ODM/OEM collaboration.
  • Negotiate pricing, lead time, and performance terms aligned with production targets and Company standards.
  • Build a vendor database and performance tracking system for continuous monitoring and improvement.
  • Ensure that vendors comply with ethical sourcing, sustainability, and labor standards.

  • Tertiary education preferably in Supply Chain, Engineering, or related field.
  • 10+ years work experience in watch industry

The role is part of a global team in our Procurement and Aircraft Trading (APD) department who are dedicated to creating strong partnerships which help us understand the cost drivers and remove non value-adding cost, creating brand value through a compliant, ethical and sustainable manner that balances business needs and corporate responsibility.

As the Assistant Procurement Manager – IT Infrastructure, you will be responsible to lead sourcing, supply management and procurement of Cathay. The role involves management, administration, and supervision of Cathay Pacific IT infrastructure acquisition in accordance with established procurement rules. Objectives of the positions include: optimize cost by seeking best value for money, lead evaluation and selection of suppliers, ensure excellent supplier performance, oversee contract negotiations, guarantee the highest level of ethics and compliance, ensure procurement policies and procedures meet internal and external compliance requirement around diversity, social responsibility & sustainability goals.

Key Responsibilities

  • Category Strategy: Identifying and driving category opportunities in conjunction with stakeholder departments and the Procurement Manager through supplier assessment and benchmarking processes and conducting detailed analytical work for planning purposes.
  • Spend Analysis: Tracking, analyzing and forecasting of spend for key suppliers in the category, with a view to finding opportunities to optimize and improve expenditure, simplify related processes, and ensure consistency with local/remote offices.
  • Market Research: Understanding the supplier market, existing solution offerings, future market trends, product alternatives, new business models, etc. Monitor the supply market that caters to our business needs.
  • Supplier Relationship Management: Developing strong supplier relationships and ensuring the suppliers deliver as per their contractual obligations with a focus on long term supplier relationship management.
  • Stakeholder Management: effectively develop and maintain strong working-level relationships with BU stakeholders to promote category strategies and ensure overall alignment between the business and the procurement objectives.
  • Leading end-to-end sourcing projects, from market research, prepare & manage RFx process using Ariba e-sourcing platform, financial analysis, contract & commercial negotiation and team evaluation to contracting.
  • Provide advice to cross-functional teams to implement category strategies and ensure that existing strategies are consistently improved and implemented.
  • Using SAP system for spends monitoring, ensuring best practice cost control mechanisms are in place.
  • Assisting and supporting the category manager in carrying out any other relevant duties which may be required.

Requirements

  • University graduate in related discipline.
  • Minimum 3 years' relevant experience.
  • Procurement and Category Management experience is essential.
  • Ability to adapt and learn rapidly to be able to talk the language of the stakeholders.
  • Understanding of regulatory requirements and basic contract law.
  • Strong commercial acumen and understanding of basic accounting principles.
  • Ability to inspire, and build trust and respect among the Procurement and Aircraft Trading (APD) community.
  • Excellent people skills; including the ability to negotiate and influence internal and external stakeholders.
  • Demonstrated ability to define and implement strategies.
  • Approachable and decisive.

What You’ll Do

  • Own the end-to-end procure-to-pay process for raw materials, packaging, and finished goods specific to life science and healthcare.
  • Proactively partner daily with Operations, Quality Assurance, and Product Development for real-time alignment on product components, packaging requirements, lead times, and new product iterations. This requires meticulous attention to detail and clear, proactive communication to anticipate and resolve potential supply chain issues.
  • Assisting with inventory control, monitoring stock levels, and coordinating with relevant departments for timely replenishment.
  • Source and evaluate vendors (pricing, quality, delivery, regulatory compliance, and ethical sourcing); negotiate low-risk agreements under senior guidance, ensuring all details are accurately captured.
  • Coordinate logistics—meticulously book freight, track shipments, manage import/export documents (e.g., Certificates of Analysis, customs declarations), and proactively resolve delivery exceptions with a focus on minimizing disruption.
  • Maintain accurate and detailed records in our ERP and supplier-performance dashboards (on-time delivery, cost savings, quality metrics, compliance documentation).
  • Assisting procurement manager with various tasks, including research, analysis, and reporting.

Requirements

Must-Have

  • 1 – 3 years’ experience in purchasing, supply-chain, or operations support.
  • Strong analytical mindset with exceptional attention to detail and a commitment to accuracy.
  • Proven ability to juggle multiple priorities and meet tight deadlines in a fast-paced environment.
  • Excellent written and verbal communication skills (English; Cantonese/Mandarin a plus) to interact with vendors and internal stakeholders.
  • Proficiency with Excel or Google Sheets for detailed cost analysis, reporting, and data management.
  • Ability to work on-site in Hong Kong for real-time collaboration and vendor coordination.

Nice-to-Have

  • Exposure to consumer products, manufacturing, or health-science categories.
  • Familiarity with D365, Procurify, Precoro or equivalent ERP systems, with an emphasis on accurate data entry and reporting.

Role Introduction

The Officer - Procurement will support the Manager - Procurement in executing procurement strategies, evaluation and selection of suppliers, contract negotiations, managing supplier relationships, ensuring compliance, contributing to cost optimization efforts within the organization and adherence to ASM Global compliance requirements.

Key Responsibilities

  • Assist in identifying potential vendors, conducting market research, and evaluating vendor capabilities to support effective procurement decisions.
  • Managed by and working with the Manager Procurement to maintain contract files, track contract expiry dates, and proactively notify stakeholders about upcoming contract renewals or re-bidding.
  • Participate in contract negotiations, including price, delivery, and service level terms and conditions.
  • Provide input and recommendations on major procurement decisions based on market trends, pricing changes, and availability of goods and services.
  • Maintain a strong working relationship with stakeholders, ensuring adherence to ASM Globals procurement protocols and procedures.
  • Assist in leading end-to-end sourcing projects, including market research, managing RFx processes (RFIs, RFQs, RFPs), financial analysis, and contract negotiations.
  • Assist in handling the full spectrum of the tendering process, including source qualified contractors, preparing tender documents, tender evaluation, tender queries, price negotiation with tenderers on contractual qualifications, commercial terms and binding contract documents.
  • Identify opportunities for process improvement, prioritize timely delivery of existing processes, and contribute to the development of new procurement systems and practices.
  • Collaborate with the Procurement Manager to establish systems for monitoring spend, implementing best practices, and implementing cost control mechanisms.
  • Monitor and analyse periodic purchasing reports to identify cost-saving opportunities and areas for improvement.
  • Ensure accurate and timely documentation of procurement processes and transactions.
  • Assist and support to the Manager Procurement and the Operations of KTSP, in relevant duties and ad hoc projects, as required.

Requirements

  • Diploma holder or above.
  • 3-5 years or above of relevant experience in sizable organisation, knowledge base of Asset and Facilities, Hospitality / Hotel or Food & Beverage Operations with exposure to procurement processes are an advantage.
  • Experience in supply market analysis, cost evaluation, and contract management is an advantage.
  • Demonstrated experience in managing tendering process and preparation of tender documents.
  • Knowledge on computerized procurement system (Oracle ERP) will be an advantage.
  • Proficient in MS Office applications, including Word, Excel, PowerPoint, and Outlook. Familiar with Chinese Word Processing.
  • Proactive and able to work under pressure.
  • Good sense of ownership and servicing mindset.
  • Be cooperative and willing to assist as required.
  • Independent, self-motivated, committed and a good team player.
  • Good command of spoken and written Chinese and English, including Putonghua.
