Policy Research Officer (政策研究主任) (Half-time)

We invite high caliber personnel to fill the following half-time positions. We may offer a full-time position on Policy Research and Liaison Officer to candidate with demonstrated expertise in policy research and Mainland liaison.

Key Responsibilities:

The successful candidate should ideally possess all of the following attributes:

  • Monitoring and analyzing government policies, industry trends, legislation, and funding related to social services;
  • Developing data-driven recommendations to optimize service delivery;
  • Preparing compelling reports and presentations of research findings; and
  • Perform other duties as assigned by the superior(s) from time to time.

The Institute for Innovation, Translation and Policy Research (ITPR) is set out with the vision to support the University in pioneering innovation, technology translation, and innovation policy development. Software Engineer

Responsibilities:

Image Correction and Calibration

  • Design and implement tongue/face image color calibration and correction, including per-device calibration, color constancy, and flash/ambient light handling.

Image Preprocessing, Segmentation, and Feature Engineering

  • Improve automated tongue segmentation and regionalisation (e.g., tip, sides, center, root) using models like U-Net/DeepLab and classical computer vision;
  • Develop quantitative features, including color metrics (RGB/HSV/Lab), texture (GLCM, LBP), geometry, and other visual proxies for clinical assessment; and

  • A master's degree in Computer Science, Electrical/Computer Engineering, Biomedical Engineering, or related field with at least 4 years of relevant experience. Candidates with less experience will also be considered;

About the Role:

  • Develop and execute public affairs strategies to foster supportive government relations and enhance the company's reputation within the sector.
  • Establish and maintain effective relationships with relevant government departments, regulators, public bodies, and industry associations.
  • Monitor and analyze policy changes, legislative developments, and regulatory issues that may impact business operations, and provide strategic counsel to senior leadership.
  • Advocate on behalf of the company to protect business interests, ensure regulatory compliance, and promote the company's contributions to community and sustainable development.
  • Manage crisis communications related to government engagement and act as the primary spokesperson with public sector stakeholders.
  • Lead and mentor a high-performing government relations and public affairs team.

The Successful Applicant:

  • Bachelor's or Master's degree in Public Policy, Government Relations, Communications, Law, or related discipline.
  • At least 15 years of relevant experience, including 5+ years in a leadership role in government relations, corporate affairs, or public affairs, preferably with blue chip listed companies.
  • Deep understanding of Hong Kong and Greater China's regulatory and legislative environment.
  • Proven track record in stakeholder engagement, government advocacy, and crisis management.
  • Excellent communication, analytical, and interpersonal skills in both English and Chinese.

Requirements:

  • University degree or above
  • Minimum 5 years' experience in public affairs / community liaison work in statutory bodies or sizable corporations or equivalent
  • Good understanding of Hong Kong's political system and framework
  • Good interpersonal and communication skills
  • Attention to details and can work under tight timeline
  • Proficiency in both spoken and written English and Chinese

Responsibilities:

  • Establish, strengthen and maintain a close working relationship with the Company's stakeholders, in particular government officials, political and community leaders, resident groups and key opinion leaders
  • Reach out to, liaise and engage with the Company's stakeholders with a view to advancing the Company's  business and operations
  • Monitor public affairs developments which may have an impact on Company's business and operations
  • Participate in and support the Company's public affairs and community services and related activities
  • Provide team administrative support and other duties/projects as assigned by supervisors

(Candidates with less experience will be considered for Assistant Public Affairs Officer.)
