  • analysing business priorities and strategies, translating these into architecture requirements for the operational enterprise, and proposing to the business on strategic architecture framework development;
  • providing EA design guidelines and support to the EA team members, IT solution development, delivery and business team, with a focus on business and application architecture;
  • owning the architecture strategies, directions, and standard pertinent for technology solution delivery. Ensuring the architecture strategies align with the overall IT Strategic Plan and be clearly communicated and understood among the IT teams on delivery;
  • developing and reviewing IT technology standards to support the IT strategic plan, and most importantly to streamline critical investment decisions of the Authority.
  • leading as an IT leadership team member to formulate the way forward plan from current "As-Is" to the "To-Be" in the IT Strategic Plan;
  • ensuring continuous alignment of IT service and solution offerings with the current business priorities and objectives to ensure the EA principles, strategies, roadmaps and architecture solutions stay relevant and updated to support the Authority's business priorities;
  • hosting the Architecture Governance Board to lead assessment and reviews on all IT related product development, enhancement, upgrades, etc., and ensuring they are in line with the EA principles, strategies, roadmaps and architecture solutions, by partnering with the subject matter experts;
  • ensuring IT solution implementation and migration plan with risk management, business cost and benefit with intended values on work packages to be delivered;
  • being the control and governance parties for compliance and change management with continuous requirement management;
  • advising the technical standards and guidelines pertaining to data in terms of information use, security, access and governance;
  • facilitating the evaluation and selection of software products, as well as designing the standard of software configurations, and participating in key project design reviews to ensure application designs adhere to the EA guidelines;
  • reviewing the infrastructure architectural design to ensure the alignment with the defined standards;
  • directing the technology research team and getting involved in evaluating new technologies to support innovative business initiatives by preparing and presenting proposals from conceptual design to completion of proof-of-concept;
  • directing the preparation of procurement proposals, RFQ/tender, etc. for innovative initiatives and agreement renewal throughout the entire procurement cycle;
  • managing annual EA budget and monitoring expenses for the operations; and
  • performing any other duties from time to time as reasonably assigned by the Authority.

You should:

  • possess a recognized university degree in Computer Science, Information Systems, engineering or equivalent; a Master degree in Information Technology will be a plus but not a must;
  • have at least 8 years of solid experience on enterprise architecture, platform and solution design and relevant experience in cloud-based, client/server environment, including technical architecture, network management, middleware, database management and/or operations;
  • have hands-on experience in implementing projects on cloud, data analytics, big data, mobile apps, websites, enterprise resources planning (ERP), ticketing and admission solutions, integration solutions such as API, SaaS solutions, etc.;
  • be familiar with artificial intelligence, business intelligence and data analytics development solution platform;
  • be familiar with arts and cultural specific solutions development solution platform;
  • be a team player with experience leading and collaborating cross-team to ensure successful delivery of solutions;
  • have relevant experience in providing influencing solution direction and standard adoption through the use of architecture capabilities, building blocks, strategies and roadmaps;
  • have good presentation skills to articulate complicated technical proposals to senior executives and business users;
  • have relavant work experience in leading team to prioritize and plan complex work in a rapidly changing context;
  • have excellent communication skills with good business acumen;
  • have experience in writing proposals, RFQ/tenders, etc.;
  • preferably possess TOGAF, PMP, ITIL certifications.
  • be able to build good relationships with different stakeholders across the Authority; and
  • be proficient in written and spoken English and Chinese.
