Resident Assistant Clerk of Works (RACOW)
Project Description
The project consist of 3 nos. of residential blocks, with 4 nos. storeys of Podium. This included social welfare facilities, kindergarten, Public Vehicle Parking, Retail facilities, recreational facilities, and external works.
Minimum Qualifications
- Diploma or Higher Certificate in building or building studies from a Hong Kong Polytechnic University / Polytechnic or Hong Kong Institute of Vocational Education / Technical Institute / Technical College or equivalent; and
- Minimum have attained the language proficiency requirements of ‘Level 2’ or above in Chinese Language and English Language in Hong Kong Diploma of Secondary Education Examination (DSEE) or Hong Kong Certificate of Education Examination (HKCEE), or equivalent; and
- Minimum a least 5 years relevant experience in site supervision after obtaining the technical qualification including 3 years relevant experience in the capacity of the ACOW.
- Degree Certificate, Diploma or Higher Diploma in Occupation Safety and Health Management Course; and
- Basic Accident Prevention Course; and
- Construction Industry Safety Card Course (Green Card) ; and
- Certified Worker Training Course for Confined Spaces.
- Carry out full time supervision of all site activities
- Manage and monitor the site activities conforming to the Client’s Requirements and the Specification, Site Inspection Guides, relevant statutory requirements and Code of Practice as specified by the Architect or his Representatives.
- Carry out on-site or off-site inspections of building works and witness the testing of materials; record and report the results of inspections and testing; carry out re-inspections and re-testing if
- Assist in preparing Site Supervision Plan (SSP) and supervise Technically Competent Persons to carry out duties according to the SSP.
- Coordinate with site representatives of other Consultants and the Contractors on all matters relating to construction and performance on site.
- Liaise with the Architect or his Representatives on all site matters. Liaise and co-ordinate with relevant government departments and utility companies on matters relating to the timely provision of infrastructure and connections of services for the Contract.
- Attend Contractor and Architect’s progress meetings and any meetings as required and as directed by the Architect or his Representatives. Attend all site meetings, site inspections, site
- Carry out spot checking of high risk construction activities and daily review with the Architect or his Representatives of all high risk activities.
- Implement and monitor the integrated quality assurance system, site safety and environmental systems on site.
- Prepare defects lists before handing-over of project.
- Carry out additional duties as required by the Architect or his Representatives.
- Assist in preparing Site Supervision Plan (SSP) and supervise Technically Competent Persons to carry out duties according to the SSP.
- Attend safety audit under Housing Authority Safety Auditing System (HASAS) and Housing Authority Lift and Escalator Nominated Subcontracts Safety Auditing System (HALENSAS), and surprise safety inspection under Surprise Safety Inspection Programme (SSIP), monitor the rectification of imminent danger identified during the safety audit and surprise safety inspection and the follow up of observations / findings by the Contractor and the Specialist sub-contractors; and other related matters as directed by the Contract Manager.
- The tentative commencement date of employment will be in August 2025.
- The tentative employment period will be 48 months.

Resident Assistant Building Inspector (RABSI)
Location: Kowloon
Project Type: a NGO headquarters cum youth hostel development
Responsibilities
- The incumbent is responsible for the site inspection of all building services, electrical and mechanical services works. He / She is also required to prepare the relevant documents for site inspections of the BS / E&M services installations and to monitor the site work progress of the BS / E&M services installations.
- Well versed in coordination of building services and relevant details
- Prepare site daily reports and bi-weekly progress reports as well as reporting the progress at site meetings.
- Witness on-site and off-site tests as required.
- Report immediately any unsatisfactory/non-conforming site works.
- Oversee the performance of contractors to ensure the required standards, construction sequence, workmanship and health & safety are achieved.
- Monitor, motivate the progress of work and coordinate with consultants and contractors to ensure objectives are achieved according to the agreed scheme and budget.
- Work closely with consultants, client stakeholders, relevant organizations and internal teams on project progression and implementation.
- Diploma or Higher Certificate in Building Services, Electrical or Mechanical Engineering from the Construction Industry Council in Hong Kong/ Hong Kong Institute of Construction/ Hong Kong Polytechnic/ Hong Kong Polytechnic University/ Hong Kong Technical College/ Hong Kong Technical Institute/ Hong Kong Institute of Vocational Education, or equivalent/ Engineering qualifications; and
- MiC experience and local experience are considered as merits for consideration.
- For application for the position of Resident Building Services Inspector, minimum 8 years relevant post-qualification experience with minimum 5 years relevant experience as RBSI in site supervision of building services installations is required.
- For application for the position of Resident Assistant Building Services Inspector, minimum 3 years relevant experience as RABSI in site supervision of building services installations is required.
- With relevant experience in site safety supervision. Candidates with Degree Certificate, Diploma or Higher Diploma in Occupational Safety and Health or in Construction Safety are preferred.
- Level 2* or above in Chinese Language and English Language in the HKDSE or Grade "E" in HKCEE, or equivalent

We are looking for talented candidates to join our Building Engineering team.
The positions will be on contract basis to work on a commercial, residential and governmental building development in Hong Kong.
Resident Engineer Requirements Include
- Degree of Civil or Structural Engineering in a recognized university.
- Resident Engineer shall be a Registered Professional Engineer (Civil or Structural Engineering discipline) of Engineers Registration Board of Hong Kong with minimum 5 years relevant post qualification experience in the supervision and co-ordination of building construction projects.
- Experience in supervising civil work, foundation work, excavation and lateral support work, massive structural steel work and Architectural Services Department project is preferrable.
- Work independently with strong interpersonal and management skills.
- Good command of both written and spoken English and Chinese
- Degree of Civil or Structural Engineering in a recognized university.
- Assistant Resident Engineer shall be a degree holder in civil or structural engineering with minimum 2 years relevant building working experience.
- Experience in supervising foundation work and Architectural Services Department project is preferrable.
- Work co-operatively with good interpersonal skills.
- Good command of both written and spoken English and Chinese

Resident Engineer Requirements Include
- Degree of Civil or Structural Engineering in a recognized university.
- Resident Engineer shall be a Registered Professional Engineer (Civil or Structural Engineering discipline) of Engineers Registration Board of Hong Kong with minimum 5 years relevant post qualification experience in the supervision and co-ordination of building construction projects.
- Experience in supervising civil work, foundation work, excavation and lateral support work, massive structural steel work and Architectural Services Department project is preferrable.
- Work independently with strong interpersonal and management skills.
- Good command of both written and spoken English and Chinese
- Degree of Civil or Structural Engineering in a recognized university.
- Assistant Resident Engineer shall be a degree holder in civil or structural engineering with minimum 2 years relevant building working experience.
- Experience in supervising foundation work and Architectural Services Department project is preferrable.
- Work co-operatively with good interpersonal skills.
- Good command of both written and spoken English and Chinese

The Opportunity
Responsibilities
- Have daily site walk at the construction site and provide site observations
- Attend routine inspection of site works independently and manage & monitor the site activities conforming to the Client’s requirements and conformity with relevant contract specification, relevant statutory requirements and Code of Practices as specified by related Government Departments
- Take up statutory role as TCP-T3 in accordance with the CoP Site Safety Supervision Plan according to the project requirements
- Support Civil / Structural / Geotechnical Engineers in monitoring and checking site works for piling works, excavation works, construction of substructure & superstructure, drainage, sewage, temporary works, etc.
- Support the checking of the pre-handover and handover inspections with relevant parties, interfacing with Electrical and Mechanical and Building Services works
- Participate in site progress, site audit and site safety management meetings
- Monitor site progress, and maintain site diary and records
- Submit reports, liaise and co-ordinate with relevant Government Departments and utility undertakings for works on site
- Prepare, review and submit all relevant forms and application following project requirement to satisfy the relevant Government Departments
- Regular reporting to Head Office and support preparation to the Project Engineers / Project Managers in reporting of site progress
- For Resident Inspector of Works, also attend regular meetings with relevant Government Departments for purposes related to the progress, safety, quality assurance, quality control, coordination, interfacing coordination with other neighboring site representatives, etc.

Qualifications And Experience Required
Resident Inspector of Works:
- Higher Diploma or Higher Certificate in Civil Engineering, Structural Engineering or Geotechnical Engineering from a Hong Kong Polytechnic University/Polytechnic or the Hong Kong Institute of Vocational Education/Technical College/Technical Institute, or equivalent
- At least 10 years site experience in site supervision including 6 years of relevant post-qualification experience in the capacity of inspector of works
- Housing project experience will be preferred but not essential
- Higher Diploma or Higher Certificate in Civil Engineering, Structural Engineering or Geotechnical Engineering from a Hong Kong Polytechnic University/Polytechnic or the Hong Kong Institute of Vocational Education/Technical College/Technical Institute, or equivalent
- 5 years’ relevant experience, including 3 years of relevant post-qualification experience. The qualification and experience shall comply with the requirement of TCP grade T3 as shown on Table 2 of Technical Memorandum for Supervision Plans
- Bachelor’s Degree in Civil, Structural or Geotechnical Engineering recognized by HKIE's Accredited Program, minimum 2 years of relevant working experience on site is acceptable
- With completion of TCP-T3 Top-up Course for GIFW and Building Works with Significant Geotechnical Content is preferable but not essential
- C andidate with previous on-site project experience of Housing Authorities is preferable but not essential
- Equip with valid green card issued by a recognized organization
- Good understanding of the construction works and with experience in assisting Engineers / Project Managers on all aspects of supervision of works on site
- Able to work under demanding environment and tight program
- Good command of both written and spoken English and Chinese
- Meet the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE), or equivalent
- May have irregular working hours and the actual arrangement will be determined by their supervisors

We seek talented candidates to join our Building Engineering team. The positions are on a contract basis, working on various building projects including commercial, residential, and topside developments in Hong Kong.
- Degree in Civil or Structural Engineering or equivalent
- HKIE or IStructE corporate membership with RPE qualification for SRE & RE positions; Graduate with at least 2 years of practical experience for ARE positions
- Experience supervising civil engineering work, structural steel, and concrete construction

RESIDENT ASSISTANT BUILDING SERVICES INSPECTOR (RABSI)
The minimum qualifications required for the post of Resident Assistant Building Services Inspector shall be as follows:
- A Diploma or Higher Certificate in Building Services Engineering or Electrical Engineering or Mechanical Engineering from the Construction Industry Council in Hong Kong / Hong Kong Institute of Construction / Hong Kong Polytechnic / Hong Kong Polytechnic University / Hong Kong Technical College / Hong Kong Technical Institute / Hong Kong Institute of Vocational Education, or equivalent.
