Duties include: -
(a) Work in the Legal Assistance Scheme for Non-refoulement Claimants (NRC) office which provides legal assistance for claimants during the screening of claims made under Part VIIC of the Immigration Ordinance, Cap.115 and/or under Article 2 and Article 3 of section 8 of the Hong Kong Bill of Rights Ordinance, Cap. 383 (Right to life and CIDTP Claims) and/or with reference to the 1951 Convention relating to the Status of Refugees (Persecution Risk Claim).
(b) Interview torture claim claimants eligible for the NRC Scheme and obtaining instructions for the duty lawyer's reference.
(c) Assist lawyers in interviewing NRC claimants at the office or various detention centres.
(d) Frequent visit to detention centres around Hong Kong is required.
Qualifications: -
(a) Degree holder.
(b) High proficiency in English and Chinese, both spoken and written.
(c) Knowledge of any language other than Chinese and English will be an advantage.
Salary: -
(a) Salary will start at HK$38,715- per month.
(b) Fringe benefits include Contributory Provident Fund, Medical Insurance (covering dependents as well) and 18 days paid leave per annum.

Entry Requirements:
Candidates should have –
(a) (i) Level 3 or equivalent (Note 1) or above in five subjects in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) (Note 2), or equivalent; or (ii) Grade E or above in two subjects at Advanced Level in the Hong Kong Advanced Level Examination and Level 3 (Note 3) / Grade C or above in three other subjects in the Hong Kong Certificate of Education Examination (HKCEE) (Note 2), or equivalent;
(b) met the language proficiency requirements of Level 3 (Note 3) or above in Chinese Language and English Language in HKDSEE or HKCEE, or equivalent; and speak fluent Cantonese; and
(c) a pass result in the Basic Law and National Security Law Test (Note 4).
Note:
(1) For civil service appointment purpose, "Attained with Distinction" in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade C in Other Language subjects in the HKDSEE are accepted as equivalent to Level 3 in the New Senior Secondary subjects in the HKDSEE. "Attained" in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade E in Other Language subjects in the HKDSEE are accepted as equivalent to Level 2 in the New Senior Secondary subjects in the HKDSEE.
(2) The subjects may include Chinese Language and English Language.
(3) For civil service appointment purpose, "Grade C" and "Grade E" in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to "Level 3" and "Level 2" respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(4) All applicants for civil service jobs will be assessed on their knowledge of the Basic Law and the National Security Law. A pass result in the Basic Law and National Security Law Test ("BLNST") is an entry requirement for all civil service jobs. Only those candidates who have passed the BLNST will be considered for appointment. For candidates who have not taken the relevant BLNST or have not attained a pass result in the relevant BLNST at the time of application, they may still apply for the job and arrangements will be made for them to take the relevant BLNST during the recruitment process.
(5) Candidates will be required to pass a recruitment examination. Those who are invited to sit for the recruitment examination will normally receive an invitation letter around two weeks before the examination day. Candidates passing the recruitment examination will be shortlisted for recruitment interview. Those who are invited for recruitment interview will normally receive an invitation around two weeks before the interview. As it takes time to process all applications, an invitation to the recruitment examination / interview does not imply that the concerned candidate has met the stipulated entry requirements.
Duties:
(1) Establishing and maintaining an effective liaison network in the community for disseminating information and monitoring community feedback on government policies and schemes, conducting relevant consultation exercises and promoting residents' participation in district affairs; (2) Organising activities in support of government policies and launching district-based community building activities; (3) Forming and providing support to owners' corporations; giving advice to owners' committees and other building management bodies on proper building management, and maintaining database of private buildings; (4) assisting in the handling of matters relating to the formation and operation of District Services and Community Care Teams, and monitoring their delivery of services in the districts; (5) Implementing youth development initiatives and organising related activities to promote youth participation in district affairs and cultivate a stronger sense of belonging to the community; (6) Providing secretariat support to the committees/working groups formed under the auspices of Home Affairs Department; (7) Handling rural matters in the New Territories, including Tso/Tong issues, the management of permitted burial grounds succession and trustee cases and Rural Representative Election; (8) Managing the facilities and utilisation of Community Halls and Community Centres; (9) Performing liaison duties during emergencies, including fire accidents, industrial accidents, etc., and adverse weather conditions, including typhoon warning periods, rainstorms warning periods, flood warning periods, cold weather warning periods, etc.; (10) Administering oaths and declarations; (11) Assisting in the conduct of voter registrations and elections of the Legislative Council, District Councils, Rural Committees and Rural Representative; (12) Supervising clerical staff, community organisers and temporary project organisers; and (13) Dealing with enquiries / requests / complaints from the public.
(Note : A Liaison Officer is required to undertake emergency liaison duties, to work outdoors; and may be required to work irregular hours, outside normal office hours and perform on call duties.)
Terms of Appointment:
A new appointee will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, the officer may be considered for appointment on the prevailing permanent terms.
General Notes:
