About the role

Our client, a leading industry pioneer, is seeking an experienced (Regional HR Technology Advisor with strong strategic management and advisory skills to join the team.

Reporting to the Regional HR Technology Lead, you will drive towards successful delivery of regional HR technology projects during implementation, development, roll-out, and ongoing enhancement. Manager (Cloud Computing)

Major Responsibilities

  • Act as a Technical Project Manager to manage IT projects, including implementation of a private cloud platform enhancement and its security-related products to support deployment of new applications in private cloud environment
  • Manage the project timeline and drive the delivery of project implementation on technical aspect, also to ensure the proper operational transition before production launch
  • Manage and identify the inter-dependencies on the implementation of different technological components
  • Manage the technical enquiries and handle the problem isolation in order to speed up the troubleshooting turnaround time including resource and communication alignment
  • Prepare and review the project related documents, e.g. design documents
  • Manage the following key aspects of the project according to the defined project governance framework:

  • Scope and schedule which including development of the project plan, integration of vendor's project plan into the master project plan, and identification of the critical path

  • Communication which including arrangement of management meetings as well as presentation materials and minutes, preparation of progress reports and ensuring involvement of the related stakeholders
  • Tracking of project expenses and preparation of expenditure report based on the defined budget

Requirements

  • University degree in information technology, computer science or related discipline
  • Minimum 8 years of relevant experience preferably gained from major financial institutions with proven experience in managing scalable IT infrastructure projects or Cloud platform projects
  • Solid and hands-on technical experience in at least one of the following areas:

  • Public and/or private cloud platform;

  • Networking and related security products (e.g. routing, firewall, web application firewall);
  • Kubernetes (K8S) and/or Service Mesh;
  • DevOps products and pipeline maintenance, especially Infrastructure as Code and related platform automation; and
  • Centralised secret management / vault management
  • Solid technical knowledge on operation system, such as Linux and Windows
  • Knowledge of PMP and Prince 2 or possession of relevant certification is preferred
  • Experience in IT contract management, particularly in respect of resolution of contractual or commercial issue is preferred
  • Experience in managing budgets of large-scale IT project is preferred
  • Positive attitude and strong commitment to delivery of projects with good quality

We are looking for someone with

  • Ability to apply functional knowledge to build HR technology and / or process and policy
  • Ability to consolidate, prepare, synthesize and analyze HR technology / process and / or function specific data for analysis to support client's business objectives
  • Bachelor or above degree holder in human resource management, psychology, statistics or related disciplines, preferably MBA
  • Minimum one year of experience in consulting, preferably in reputable consulting company or with HR experience in corporation is desirable
  • Project experiences of following areas: organization design, executive compensation, short-term incentive, performance management, HR process, change management, HR technology solutions, etc
  • Excellent analytical skill with high commitment to quality client service

Job Overview

Responsibilities
  • Business Partnership: Act as the primary IT liaison for the HR department, engaging with stakeholders to understand their business needs. Translate these needs into effective technology solutions that enhance HR processes and improve overall efficiency.
  • Team Leadership: Lead, mentor, and develop a high-performing team to achieve operational excellence. Foster a culture of continuous improvement in HR systems and services, ensuring team members are equipped with the skills and knowledge to succeed.
  • System Implementation & Enhancement: Oversee the implementation and enhancement of HR systems, focusing on key SAP SuccessFactors modules such as onboarding, offboarding, cross-boarding, and goal management, as well as the BIPO System. Requirements

Qualifications:

Experience and skills:

You'll be located in Hong Kong and in charge of managing frontline HR processes as they pertain to employees across the APAC region. You will provide consultation on topics that cover a full range of HR-related programs and be the first point of contact for employees reaching out to HR - managing inquiries ranging from benefits administration and tuition reimbursement policies to questions from managers about time off and general HR policies.

You will be required to act with discretion when handling sensitive information and be expected to balance inquiries coming in through our ticketing system, phone lines and providing in person consultation for our more complex, high-touch processes. You will be counted on to provide support to employees navigating the many events related to the employee lifecycle while maintaining an excellent level of customer support and collaborating with your HR colleagues in the centres of excellence. Additionally, you will be responsible for identifying trends in employee inquiries and working with our operations team to document changes and provide suggestions for process improvement. You'll have the opportunity to build a network across the various HR teams and across the GPS team globally.

We'll trust you to:

  • Understand and execute on Bloomberg's end-to-end HR business processes
  • Process transactions in our HR System (Workday) and maintain data quality
  • Address the HR needs of employees and managers, balancing excellent customer service with adherence to processes and controls
  • Develop in depth knowledge of our benefits policies/plans across different countries
  • Draft binding employee documents whilst maintain excellent attention to detail
  • Work collaboratively to improve efficiency and consistently execute all HR business processes
  • Strengthen existing partnerships and build new ones with stakeholders within HR and from other departments
  • Deal with high volume of requests while maintaining excellent quality and timeliness
  • Perform ongoing analysis of internal processes and systems
    Recommend and implement procedural and policy amendments whenever relevant

You'll need to have:

  • 5-7 years of recent HR Shared Services experience (eg employee data management and/or HR ticket servicing) in a financial services organisation
  • Minimum 3 years of working experience as an administrator/key user with a HRIS system (eg Workday, SuccessFactor, etc.)
  • Working experience in a customer-oriented / customer-facing role
  • Highly professional manner, with the ability to interact with employees of all levels of experience and seniority, across the organization
  • Experience working in a dynamic fast-paced environment with the ability to manage and prioritize multiple work streams simultaneously
  • Ability to work independently, under pressure with tight and frequent deadlines
