The ideal candidate will have a strong background in Data Center Design, Build and Construction, with proven expertise in managing complex projects from inception to completion. This role requires a deep understanding of Data Centre industry standards and best practices, as well as ensure all data center projects are delivered on time, within budget, quality, and scope.

Data Centre - Hyperscale Coverage: (Business Travelling required)

Regions: Hong Kong/ Taiwan/ Malaysia/ Indonesia/ South East Asia Cities

Job Duties:

  • Manage new date center projects and existing data center facilities starting from planning, design, construction, management, commissioning, and delivery of all related matters with the highest standards of quality. Consistently report the project progress, quality, risk measures and commercial status to Senior Management
  • Establish project objectives, policies, and performance standards in line with corporate guidelines. Negotiate and oversee change orders for the project.
  • Maintain project progress logs and reports. Liaise with clients and architects/engineers to support construction activities.
  • Investigate issues and implement corrective actions as needed; represent the company in client and subcontractor meetings.
  • Create and update project schedules using Microsoft Project
  • Track equipment and service delivery from vendors. Provide regular project updates to stakeholders and management.
  • Serve as an escalation point for service incidents and manage ad-hoc requests. Communicate with stakeholders for vendor management and documentation.

Requirements:

  • Holds a Bachelor's Degree in Engineering, Construction, or other relevant discipline
  • 10-15+ years of relevant Data Center (Must Have) project management experience, particularly in:

1.Hyperscale Data Centre (Must Have 5+ years) - Design, Build and Site Construction Engineering

2.Live Data Center Modification

3.Greenfield and Brownfield Site Developments

  • Possess a strong network relationship in the vendor and regulatory ecosystem.
  • Presentable and confident in client facing. Able to deliver projects within cost, quality and time parameters
  • Strong stakeholder management capabilities, and strategic mindset to advise and manage both internal and external partners.
  • Flexibility with business travelling occasionally
  • Working exposure in APAC region/ Global would be an advantage
  • Chartered or a Licensed Professional Engineer would be an advantage, but not mandatory
  • Excellent interpersonal and communication skills. Speaks very fluent Chinese and English

  • Be familiar with Project Management Skills, including but not limited to Integrated Management, Progress Management, Quality Management, Procurement Management, Cost Management, etc.
  • Candidate must understand the Hong Kong’s local construction regulations, including but not limited to work permit
  • Qualified Mechanical / Electrical Engineer is preferred
  • Possess any working knowledge towards Data Center building management system, structured cabling system, IT infrastructure system and network technology is an advantage

Based at Hong Kong International Airport (HKIA), HAECO Hong Kong offer a full range of services including airframe services, line services, component services, engine services, inventory technical management, cabin solutions, freighter conversions, technical training and AOG support.

Position Description

Report to the General Manager, Strategy Planning & OEM. The Head of Design and Construction, VDO Project will oversee the entire design and development process of the airframe maintenance facility. This role is responsible for specifying, optimizing and executing the facility technical and user requirements with key counterparties

What You'll Do

Safety:

  • Oversee safety protocols and procedures for the design and construction of the facility.
  • Conduct regular safety inspections, risk assessments, and audits to ensure compliance with all safety regulations and standards.

Project Planning And Coordination

  • Oversee the entire project design to construction to operational readiness, ensuring all phases are executed according to plan from initial concept and final completion.

Stakeholder Management

  • Collaborate with internal and external stakeholders, including design firms, owner’s representative, contractors, procurement functions and airframe maintenance operational teams, to deliver project milestones and objectives.

Resource Marshall and Allocation :

  • Ensure and coordinate the availability and efficient use of support resources, including MM, facilities team, and personnel, to meet project requirements.

Compliance

  • Maintain strict adherence to aviation regulations, building standards, and quality control measures throughout the project.

Budget And Cost Management

  • Monitor project costs, conduct variance analysis, and implement cost-saving measures to ensure the project stays within budget.

Schedule Management

  • Develop and manage project schedules, tracking progress, and ensure timely completion of project milestones.
  • Identify potential risks, develop mitigation strategies, and address issues promptly to minimize project disruptions.

Communication

  • Facilitate regular meetings, provide updates, and ensure clear communication among all project participants.

Sustainability

  • Ensure that projects are designed and constructed in compliance with HAECO environmental regulations and sustainability standards.
  • Collaborate with architects, engineers, and stakeholders to integrate sustainable design principles into project plans and activities.
  • Promote the use of eco-friendly materials and construction methods to reduce the project's carbon footprint.

What You'll Need

1. Functional and other Relevant Experience

  • 10+ years of experience in broad MRO industry, with a focus on broad airframe operations.
  • Extensive experience in greenfield design and construction, airframe operational systems and management, with at least 5 years in a leadership role.
  • Proven track record of overseeing project implementation from start to end.
  • Experience with working with internal and external stakeholders is essential.

2. Qualifications and other Relevant Knowledge

  • Bachelor’s or master’s degree in Engineering, Business Administration, or a related field.
  • Strong knowledge of broad MRO operations and understanding of other MRO technologies.
  • Strong understanding of design and construction processes.
  • Proficiency in project management tools.
  • Demonstrated ability to develop and implement projects.
  • Excellent leadership, communication, and project management skills.
  • Excellent analytical and problem-solving skills.
  • Ability to manage multiple priorities and projects.
  • Strong communication and interpersonal skills.
  • Proficiency in English and Mandarin is essential, a good command of Cantonese and Vietnamese is advantageous.

Requirements:

  • Bachelor degree in IT or related disciplines
  • 12+ years of related technical experience with 5 years in managing teams
  • Fluent in English and Putonghua, other language skills will have additional advantages
  • PMP, ITIL, or relevant certifications are highly desirable
  • Self-motivated, action and result oriented
  • Well organized, good communication and reporting skills
  • Strong team collaboration and interpersonal skills with multi-disciplined staff at all levels
  • Strong understanding of enterprise-level technology infrastructure, digital workplace architectures and integration methodologies
  • Knowledge and experience in managing Windows PC and Mobile in an enterprise environment, including support/ break-fix/ image-&-re-image / patch and any automated tools, e.g MECM, Intune and Autopilot
  • Knowledge and experience in managing Windows OS deployment and application packaging
  • Knowledge and experience in supporting virtual desktop
  • Familiar with cloud-hosted products such as Microsoft 365 (M365)
  • Experience in interacting with software and hardware external vendors
  • Proficient in project management methodologies and tools, with a track record of delivering projects on time and within budget
  • Able to effectively prioritize and execute tasks in a high-pressure environment
  • Able to follow through tasks until completion as a team

  • Assist to develop, prepare, administer and review the procurement approach and tender document at pre and post contract stage.

  • Proven leadership and excellent interpersonal skills across all levels of organization and able to lead projects independently is required.
  • Excellent communication, negotiation and analytical skills required, able to balance the competing requirements of a wide variety of stakeholders and yet meeting delivery timeline and budget.
  • Able to make decision independently as well as familiar with local statutory requirements, building codes and submission procedures.
  • Fluent in both English and Chinese.

  • Organize and carry out compliance audits for key projects, continuously tracking identified issues and the progress of rectifications.
  • Collaborate with group audit and internal regulatory departments to address and resolve issues within the specified timeframe.
  • Conduct regular compliance investigations on internal policy documents, orders, etc., monitor departmental compliance status, and produce relevant reports.

Job Requirements:

  • Bachelor’s degree or above, preferably in Computer Science, Communications, Information Technology, Management, or Law.
  • 5+ years of experience in business operations, compliance management, or related fields; telecommunications industry experience is preferred.
  • Strong analytical skills and proficiency in using data analysis tools.
  • Excellent English communication skills, with the ability to conduct daily communications fluently.
