Job Description

Job Summary

To assess and review donation applications, and support preparation of approval papers; to conduct research on social issues and new initiatives to meet the community needs; to plan and monitor implementation of Charities projects, and to liaise and maintain professional relationships with external partners.

Job Responsibilities
  • To assess and review donation applications' support-worthiness (including analysis of social issues presented, the applicants' background, reasonableness and feasibility of the proposed programme content and corresponding budget) and make recommendations to Senior Charities Managers / Charities Managers on donation applications; to support Deputy Executive Managers / Senior Charities Managers in preparation and drafting of approval papers and annexes.
  • To conduct research on social issues in order to support development of new projects or themes / issue strategies (including literature review, industry / sector data analysis, in-house or externally managed surveys and focus groups, discussion with potential project partners).
  • To monitor approved projects to ensure that they are implemented and completed according to schedule, pledged output and within the originally agreed scope and budget; to assess project change requests (virements) and prepare documentations for internal approvals; to assist in reviewing event invitations by grantees as part of the ongoing project monitoring process of approved projects (including drafting articles, speeches for publicity events, and supporting PR / media initiatives).
  • To liaise with external partners (such as grant applicants, grantees, government bureau / departments, consultants) and internal counterparts (such as Finance, Procurement, IT) throughout different stages of project lifecycles.
  • To support initiation, development, implementation planning of Trust-initiated Projects, Priority 1 Projects, and other significant special projects (as well as strategic framework) in line with our focuses under the key issue "Positive Ageing & Elderly Care”.
  • To participate in ad-hoc projects and prepare presentation materials, speeches, miscellaneous papers; and to support Cultural Transformation initiatives, and cross-team and cross-theme collaboration effort.
About You
  • Bachelor's degree or equivalent
  • 4 to 8 years’ relevant experience, preferably with exposure to NGOs, government, policy research, public or social service settings
  • Good communication and writing skills in both English and Chinese
  • Good interpersonal and teamwork skills
  • Passions, strong drive and career interest in charity work

Overview

Senior Manager, Charities (Positive Ageing & Elderly Care - SMART Family-Link Project) at The Hong Kong Jockey Club . The job holder will manage the overall planning, development, and implementation of the Trust-initiated Project (TIP), the Jockey Club SMART Family-Link Project (JCSFL Project), and participate in the development of new grant-making projects and TIPs under “Positive Ageing & Elderly Care”.

Responsibilities
  • Provide managerial support to the JCSFL Project Team to ensure effective execution of the project, including governance and controls, preparation of reports, and maintenance of records for the Club''s management team and Charities’ Trust review.
  • Develop the project plan with tasks, deliverables, schedules, and resources; maintain a repository of documentation for governance and audit purposes (e.g., funding proposals, agreements, progress reports, meeting minutes, project publications).
  • Monitor delivery and effectiveness of project activities to align with objectives and timelines; collaborate with project partners to ensure deliverables meet specifications, schedules, and expectations.
  • Plan and monitor finance-related matters (budget monitoring), purchasing and supplies (procurement and contract/milestone payments to vendors).
  • Design and implement stakeholder engagement Strategy, including liaison with industry partners, government, community leaders, and the general public.
  • Coordinate progress updates from external project partners and JC Project Team; provide secretarial support to the Advisory Committee and sub-committees/working groups.
  • Provide coaching, guidance, and support to Project Team members on effective implementation and risk mitigation, including internal and external communication.
  • Participate in developing new grant-making projects and TIPs under the prioritised issues of “Positive Ageing & Elderly Care”; carry out other duties as directed by the Head of Charities (Positive Ageing & Elderly Care; and Healthy Community) and Executive Manager, Charities (Positive Ageing & Elderly Care).
About You
  • Bachelor''s degree or above, preferably in Social Sciences, Public Health, or Social Work.
  • A minimum of 8 years'' relevant experience with at least 3 years at managerial level; preferably in NGOs, Government, social service, public administration, consulting, charity or related fields.
  • Seasoned in project management and team coordination with strong ability to collaborate with multiple stakeholders.
  • Knowledge of government policies or insights on community service needs, particularly in elderly services.
  • Strong interpersonal skills with people at various levels and functions.
  • Excellent analytical skills.
  • Good communication and writing skills in English and Chinese.
  • Proficiency in Microsoft Office (Word, PowerPoint, Excel).
