Our Government & Infrastructure team in Hong Kong is part of KPMG’s global Government & Infrastructure network, being Hong Kong’s and one of the world’s leading advisors to the public sector and on complex infrastructure projects.
In the infrastructure space, we advise on all aspects of the development, structuring and financing of major Public Private Partnership (PPP) / infrastructure, real estate and healthcare projects. We specialise in providing strategic, risk, commercial and financial advice to public and private sector clients. Our advice is independent and draws on deep sector experience. Our professionals are drawn from finance, real estate advisory, investment banking, Government and industry.
Key Responsibilities
- Participate as a team member on infrastructure and real estate advisory engagements;
- Assist and advise clients on innovative delivery models, procurement methodology, risk management and other aspects relating to complex projects;
- Carry out construction project data analysis to highlight key findings relevant to delivery enhancement and risk mitigation;
- Preparing internal and external reports to clients;
- Provide support to the preparation of proposals to target clients and thought leadership to industry; and
- Participate in marketing and communication activities related to infrastructure, real estate and construction.
You will work in an integrated advisory team along with professionals with backgrounds in engineering, finance, accounting, consulting, surveying, and project management.
We are seeking candidates with the following attributes:
- Consulting experience as well as construction project delivery experience with focus on infrastructure and real estate projects, for both public and private sector clients;
- A team player with high levels of enthusiasm and the ability to multi-task;
- Strong interest in large complex projects, Public Private Partnerships (PPP), infrastructure, government, project management, construction and engineering;
- At least 2 years’ experience in developing and delivering project controls services, commercial and contract advice, project reviews and risk management services to infrastructure and real estate projects in an advisory/consulting environment;
- Strong analytical, financial, contractual and commercial skills;
- Experience in participating in and contributing to successful projects and engagement teams, including developing proposals;
- A recognized degree in relevant disciplines, preferably in engineering, surveying or poject management related disciplines;
- A professional qualification in engineering, surveying or project management is an advantage, e.g. HKIE, ICE, IMechE, RICS, APMP or equivalent;
- Good written and verbal presentation and communication skills in English. Cantonese, Mandarin and written Chinese skills are also preferred; and
- Willingness to travel.

Position Summary
We are seeking a dynamic and highly influential Senior Business Development Manager to spearhead our growth within Hong Kong's construction and government sectors. - Strategic Leadership & Team Management:

- Coach team members on effective sales methodologies, navigating complex procurement processes, and building lasting client relationships.
- Business Development & Networking:
- Leverage a strong, pre-existing network within Hong Kong's construction industry, government bodies (e.g., Development Bureau, Buildings Department, Water Supplies Department, etc.), and related agencies to generate immediate opportunities.
- From day one, actively explore the market to identify and pursue new business opportunities, with a focus on large-scale construction projects and government tenders.
- Act as the primary relationship owner for key government and enterprise accounts, representing viAct at industry events, conferences, and high-level negotiations.
- Sales & Solution Strategy:
- Drive the sales strategy for viAct’s suite of AI-powered solutions, positioning them as the leading Smart Site Safety Systems (4S) and productivity tools in the market.
- Oversee the entire sales cycle from lead generation and qualification to proposal development, contract negotiation, and successful closure.
- Collaborate closely with our technical, product, and marketing teams to ensure our solutions meet the evolving needs of the Hong Kong market and to ensure seamless client onboarding.
Qualifications & Experience
Required:
- Experience: A minimum of 8+ years in a senior business development, strategic sales, or related role with a deep focus on the construction or infrastructure sectors.
- Network: A demonstrable and extensive network of senior-level contacts within Hong Kong's construction industry and relevant government departments. This is a critical requirement for immediate impact.
- Leadership: Proven experience in a leadership role, with a strong track record of managing, coaching, and developing a high-performing sales or business development team.
- Track Record: A history of successfully meeting and exceeding revenue targets, securing large-scale projects, and managing complex stakeholder relationships.
- Skills: Exceptional communication, presentation, and negotiation skills. A strategic thinker with a hands-on, proactive approach to execution. Fluency in Cantonese and English is essential.
Highly Preferred:

What a Government Solutions Director does at Visa:
Visa is seeking an experienced payment professional to join the Visa Government Solutions team to lead our public sector work in Hong Kong. The successful candidate will have the following responsibilities:
- Deepan our public sector sales strategy and delivery in the region to increase sales volume and market share
- Identify and execute commercial opportunities in government led projects that focus on government payment flows, data and other government growth priorities to develop new business flows for Visa
- Lead RFP response and commercial deals in collaboration with cross-functional teams
- Engage and partner with potential partners in the form of issuers, acquirers, program managers, processors, fintechs and other enablers who will strengthen our government solution propositions
- Develop innovative strategies and solutions in collaboration with Visa cross-functional teams to address challenges and requests from government clients.

What you will need:
- 12+ years’ experience in government/ state-owned enterprise/ public sector sales management, with expertise in payments/ financial services industry managing complex deals and sales
- Active network in the public sector across Hong Kong
- Fluent in English and Cantonese
- Robust understanding of how public sector sales and public agencies operate with deep expertise in navigating government agencies and procedures, including government procurement and public sector contracting vehicles
- Very strong collaboration and relationship skills required to balance the need to both navigate and serve external client and partner requirements, whilst leading internal cross-functional teams in solution development and go-to-market strategy
- Strong business development and consultative sales experience, with the ability to share with a wide range of stakeholders on Visa’s capabilities and produce business cases
- Understand payment flows between Governments, Governments and businesses, Government and citizens
- Strong financial acumen and outcome oriented
- Ability to negotiate business agreements whilst enhancing existing and new relationships

Government payments are a significant part of this, be it government making payments to suppliers or social payments in form of disbursements or even accepting tax payments from citizens. At the same time Governments are leading the way in launching innovations in payments (such as Central Bank Digital Currencies, open data) and in dealing with the big challenges of our times (climate, sustainability). We are looking to partner with governments around the world as they drive ambitious plans in a variety of areas such as to support economic recovery and drive digitalization.
What you will need:
- 12+ years’ experience in government/ state-owned enterprise/ public sector sales management, with expertise in payments/ financial services industry managing complex deals and sales
- Active network in the public sector across Hong Kong
- Fluent in English and Cantonese
- Robust understanding of how public sector sales and public agencies operate with deep expertise in navigating government agencies and procedures, including government procurement and public sector contracting vehicles
- Very strong collaboration and relationship skills required to balance the need to both navigate and serve external client and partner requirements, whilst leading internal cross-functional teams in solution development and go-to-market strategy
- Strong business development and consultative sales experience, with the ability to share with a wide range of stakeholders on Visa’s capabilities and produce business cases
- Understand payment flows between Governments, Governments and businesses, Government and citizens
- Strong financial acumen and outcome oriented
- Ability to negotiate business agreements whilst enhancing existing and new relationships
What will also help:
- Prior sales and consulting experience servicing government clients and projects
- Specialist public sector payments infrastructure expertise is a plus
- Solutions-focused mindset
- Interest in emerging payments innovation topics
- Experience in effectively creating and confidently delivering presentations to senior stakeholders with strong written and oral communication
