Job Description
Strategic Leadership & Planning:
- To develop and execute the company's IT strategy and roadmap in alignment with business objectives;
- To act as a key advisor to the executive team on all technology-related matters, including emerging trends, risks, and opportunities;
- To lead the evaluation, selection, and implementation of new technologies and systems to enhance operational efficiency and competitive advantage; and
- To manage the IT departmental budget, ensuring cost-effectiveness and a strong return on investment (ROI) for technology spend.
IT Operations & Infrastructure Management:
- To oversee the company's application system architecture, design, software development lifecycle, production support services, and related components (e.g. workflow management, application servers, cloud services, web portal etc.), ensuring high levels of performance, security, and availability;
- To ensure the reliable and efficient operation of all hardware, software, and enterprise systems;
- To establish and maintain IT policies, procedures, and best practices, including those for architecture, security, disaster recovery, and standards; and
- To manage relationships with vendors, contractors, and service providers.
Cybersecurity & Risk Management:
- To lead the development, implementation, and enforcement of a comprehensive cybersecurity program to protect company data, intellectual property, and IT systems from internal and external threats;
- To lead the response to security incidents and ensure business continuity and disaster recovery plans are robust and regularly tested; and
- To collaborate closely with risk management function and Group IT, ensuring compliance with corporate policies, relevant laws, regulations, and industry standards (e.g. SOC 2, PCI-DSS).
- Team Leadership & Development:
- To lead, mentor, and develop a high-performing IT team, fostering a culture of innovation, collaboration, and continuous improvement; and
- To manage staffing, including recruitment, supervision, scheduling, development, and performance management.
Project & Program Management:
- To direct and manage major IT projects, ensuring they are delivered on time, within scope, and on budget; and
- To oversee the management of the IT project portfolio, prioritizing initiatives based on business needs and resource availability.
Requirements
- Degree holder in Computer Sciences, IT or related discipline;
- A minimum of 10 years' relevant experience in application development, of which 5 years should be in IT management level;
- Experience in life insurance industry especially annuity products, services and operations;
- Demonstrable experience with IT infrastructure planning, development, and operational leadership, including on-premise, cloud, and hybrid environments;
- Knowledge of IT governance requirements, security best practices, and IT risk management;
- Familiar with waterfall, agile system development cycle, DevOps, micro-services, BI analytics;
- Extensive hands-on experience with cybersecurity frameworks, risk management, and data protection regulations;
- Excellent project management and communication skills; and
- Good command of both written and spoken English and Chinese
