Position Description

Research and consolidate latest global technology trend and HAECO landscape in the MRO market
Work with different entities to come up with a realistic rollout plan for the design, pilot, refinement, and deployment of annual Ti programme
Lead the technology application managers to drive entity level Ti programmes with tangible business results
Lead and drive innovative Ti Programme by exploring, evaluating, and deploying to HAECO
Develop the standardisation and adoption of technology applications (such as Robotics in operations, Artificial Intelligent/ Machine Learning through Image Recognition, New material/ tooling application, etc.)
Be the key counterpart with Group Leadership Team and Entity Leaders to review and align available technologies on the technology journey across entities

- Functional and other Relevant Experience
Over 3-5 years of experience in technology innovation relevant working experience, partnering with external vendors and institutions
Ability to manage and facilitate technical workshops for knowledge / experience transfer and process requirements review
Strong experience in leading and implementing regional projects with structure programme and project management skills
Strong programme, communication, analytical, change management and project management skills
Demonstrate with proven experience in regional government technology funding and patent application
- Qualifications and other Relevant Knowledge
Strong technology literacy with bachelor or above degree education
Business process reengineering experiences (lean six sigma green belt or black belt preferred)
Strong project management professional with PMP Or PRINCE2
Agile development qualifications such as DevOps or Scrum master
Fluent in English and Mandarin is an advantage

Job Responsibilities:
- Lead and manage the Information Technology Department to support business strategies, digital transformation and improve operational efficiency with an optimized budget and timeframe
- Manage the development, deployment, and ongoing support of IT systems supporting the needs of different business units
- Review and manage contingency plans for all IT systems in alignment with compliance and business requirements. Source and procure services where appropriate and manage the vendor relationships
- Lead the IT departmental projects in Hong Kong and Mainland China to ensure they are delivered within the agreed budget and timeframe
- Identify, assess, monitor, and mitigate risks relating to IT security, network, software asset management, etc.
- Ensure the company is in compliance with regulatory requirements in cybersecurity, data protection and related regulations in Hong Kong and Mainland China
- Review governance framework and policies to ensure services are delivered in high quality and compliance with established standards and policies
- Mentor staff in the Information Technology Department. Drive efficient and effective resource planning and allocation
- Develop and review IT-related policies and guidelines for operational excellence and perform regular reviews of control and risk level
- Work with Senior Management and Facilities team to provide accurate and integrated support flexibly.
- Travel to Mainland offices is required
Job Requirements:
- A recognized degree in Information Technology, Computer Science or a related discipline
- At least 12 years' experience in leading the IT function of a sizable team in a reputable organization
- Substantial experience in IT strategy, governance, and management. Proven knowledge of project management and cybersecurity
- Proven experience in cross-border team and vendor management between Hong Kong and Mainland China highly preferred
- Experience in IT system deployment
- Strong in IT operation support
- Professional qualifications in project management such as PMP or PRINCE2 and in cybersecurity such as CISSP or CISM are preferred
- Ability to communicate and present solutions to the CXOs and work with other Departmental Executives effectively
- Excellent communication and presentation skills. Able to work under pressure with accountability
- Proficiency in both written and spoken English and Chinese (Cantonese and Putonghua).

Key Responsibilities
Reporting to the CEO, this role will be responsible for developing and managing CMU OmniClear's in-house IT systems and CMU infrastructure. Key responsibilities include:
- Oversee the full technology lifecycle of mission-critical financial systems, including core platform architecture, middleware, APIs, infrastructure, and data security.
- Lead IT strategy and execution for enterprise systems integration, vendor onboarding, and platform development aligned with business and regulatory requirements.
- Manage multi-disciplinary teams across application support, architecture, cybersecurity, and infrastructure, ensuring system resilience, scalability, and compliance.
- Direct vendor engagement: from RFP and contract negotiation to service performance monitoring for third-party platforms.
- Ensure secure and compliant data management practices, including encryption standards, data retention, access controls, and adherence to local and cross-border regulations.
- Collaborate with business stakeholders, product teams, and external partners to align IT deliverables with strategic objectives and timelines.
- Oversee project delivery in build and run phases, ensuring delivery KPIs, budget control, and business continuity readiness.
- Establish incident response protocols, DR capabilities, and monitoring across all business-critical systems.
Requirements
- University degree in Computer Science, Information Systems, or related field is preferred.
- At least 12 years of relevant IT leadership roles within financial institutions or market infrastructure organizations, with a strong track record managing enterprise-scale platforms.
- Deep knowledge of enterprise system architecture and modular design, including system integration, microservices, messaging protocols (e.g. MQ, RESTful APIs, ISO 20022/15022), and full-stack development workflows.
- Proven experience with SWIFT systems, including Alliance Access/Cloud, HSMs, RMA, and SWIFT Customer Security Programme (CSP) compliance requirements.
- Skilled in infrastructure planning and deployment across on-prem and cloud environments, containerization, virtualization (VMWare), and system observability (e.g. monitoring/logging frameworks).
- Strong understanding of system security and resilience, including encryption standards, tokenization, PKI, and implementation of regulatory-grade security controls.
- Demonstrated ability to manage third-party vendors across RFP, contract, implementation, and SLA and performance oversight, especially for mission-critical platforms with high throughput and availability requirements.
- Effective leader of cross-functional teams (architecture, development, support, cybersecurity), with clear communication across technical and business stakeholders.
- Prior experience working with regulatory requirements and operational standards in capital markets, payments, or post-trade environments.
- Excellent verbal and written communication skills, capable of conveying complex technical concepts to non-technical stakeholders.
- Strong analytical and problem-solving skills, with the ability to collaborate with stakeholders and senior management to identify and address issues.

• In-depth understanding of dealing room technologies, banking applications, regulatory frameworks, and branch governance.
• Extensive experience in designing systems architecture for complex IT ecosystems, including requirements discovery and analysis, formulation of solution context, identification and assessment of solution alternatives, technology selection and design configuration
• Solid knowledge in programming and coding is a strong plus
