Salary:

The current honorarium on entry is $24,800 per month. The above amount of honorarium and the terms of engagement are subject to changes when the offer of engagement is made. The training honoraria of Civil/Structural Engineering Graduates are independent of the civil service pay.

Entry Requirements:

Applicants must (a) obtain an academic qualification in or after 2025 which is required for corporate membership of the Hong Kong Institution of Engineers (HKIE) in the Civil or Structural discipline as appropriate and for admission into their Training Scheme 'A' (Civil or Structural discipline as appropriate); and (b) be permanent resident of the Hong Kong Special Administrative Region at the time of engagement unless specified otherwise.

Note:

(i) Applicants sitting their final year examinations in the summer of 2026 may also apply. If selected, their engagement will be subject to their provision of supporting documents on or before 13 November 2026 to prove their obtainment of the requisite academic qualification.

(ii) Applicants must satisfy the academic qualification for corporate membership of the HKIE in the Civil or Structural discipline as appropriate and the requirements for the admission into their Training Scheme 'A'. In this regard, applicants who are receiving or have ever received training under the Training Scheme 'A' of the HKIE may not be considered. Successful applicants will be required to make a declaration to that effect.

(iii) Subject to (ii) above, applicants who have obtained a relevant academic qualification before 2025 as mentioned in (a) of the section on "Entry Requirements" above and are pursuing or have just obtained in 2025 or after another related degree on a full time basis may also be considered provided that the break between completion of the first relevant academic qualification and commencement of the related degree is not more than 18 months. If an applicant has pursued more than one related degrees, the aggregate period of breaks between the degrees should also not be more than 18 months.

Duties:

Civil Engineering Graduates will receive Scheme 'A' training in the Civil discipline registered with the HKIE, under the management of the Works group of departments (the Civil Engineering and Development Department, the Drainage Services Department, the Highways Department and the Water Supplies Department) or the Housing Authority.

Structural Engineering Graduates will receive Scheme 'A' training in the Structural discipline registered with the HKIE, under the management of the Architectural Services Department.

Terms of Appointment:

The training period for the Civil Engineering Graduates under the management of the Works group of departments or the Housing Authority, and the Structural Engineering Graduates under the management of the Architectural Services Department is 3 years. On satisfactory completion of the Scheme 'A' training, suitable Civil/Structural Engineering Graduates under the management of the Works group of departments/ the Architectural Services Department will be offered further engagement for a period of 12 months. Civil/Structural Engineering Graduates and the posts for the above further engagement are temporary posts. They are not civil servants and are not appointed on civil service terms and conditions. There is no guarantee for further engagement in the Government after completion of the above engagement.

  • Check the works in compliance with the approved plans, the approved temporary works, method statements, precautionary and protective measures.
  • Review the Contractor's submissions.
  • Monitor the work of the Registered Contractor's TCPs.
  • Attend the site meetings and project meetings, and
  • Assist and coordinate with the design office for all site works/matters.
  • Factory (Mainland) inspection is required as according to Code of Practice for Site Supervision Plan 2009 & APP-143.

Qualifications

  • A degree holder with minimum total relevant experience of 6 years, with minimum 2 years in similar capacity.
  • Has the qualification of Registered Professional Engineer.
  • Be adaptable and able to work independently.
  • Ability to coordinate with other parties in the construction site environment.
  • Experience and awareness in contractual issues in construction, and
  • Fluency in written and spoken English and Cantonese.

  • Conduct compliance audits and inspections, performing specific audits on critical projects or high-risk areas, monitoring the progress of issue rectifications, and reducing compliance risk exposure.
  • Collaborate with internal teams to review company policies, contracts, and business processes, providing compliance recommendations to ensure alignment with international compliance standards.
  • Coordinate the regular compilation of internal compliance handbooks and guidelines, enhancing compliance education and guidance.
  • Organize and carry out compliance audits for key projects, continuously tracking identified issues and the progress of rectifications.
  • Collaborate with group audit and internal regulatory departments to address and resolve issues within the specified timeframe.
  • Conduct regular compliance investigations on internal policy documents, orders, etc., monitor departmental compliance status, and produce relevant reports.

Job Requirements:

  • Bachelor's degree or above, preferably in Computer Science, Communications, Information Technology, Management, or Law.
  • 5+ years of experience in business operations, compliance management, or related fields; telecommunications industry experience is preferred.
  • Strong analytical skills and proficiency in using data analysis tools.
  • Excellent English communication skills, with the ability to conduct daily communications fluently.
  • Strong sense of responsibility and stress management skills, with the ability to adapt to international travel.
  • Global vision and cross-cultural communication skills.
  • High professional ethics and standards.

Preferred Qualifications:

  • Overseas study or work experience.
  • Relevant certifications such as PMP, CIPP/E, ITIL.
  • Familiarity with DICT (Digital Information and Communications Technology) business models or international operations of telecommunications carriers.
