We are seeking a visionary and experienced Senior Manager – Enterprise Architecture to lead the strategic alignment of digital and IT capabilities with business goals. This role is pivotal in shaping the enterprise architecture landscape, driving innovation, and enabling transformation across our organization.

This position reports to the Data Analytics & Enterprise Architecture Director.

Key Responsibilities:

  • Lead the Enterprise Architecture team, fostering a culture of innovation, accountability, and high performance.
  • Develop and refine digital blueprints that integrate business, digital, and IT architectures.
  • Create capability transition roadmaps to guide executive decision-making and investment prioritization.
  • Establish and enforce architecture governance frameworks to reduce technical debt and optimize efficiency.
  • Represent EA in the Design Authority to assess solution compliance and mitigate risks.
  • Maintain reference architectures and component repositories to promote standardization and reduce complexity.
  • Provide expert consulting to digital solution owners and product managers.
  • Support digital product lifecycle evaluations, including vendor assessments and proof-of-concept exercises.
  • Champion emerging technologies such as AI and automation to future-proof strategies.
  • Collaborate cross-functionally with executives, IT, and business units to ensure integrated execution.
  • Define KPIs to measure success and drive continuous improvement.
  • Lead digital transformation initiatives to modernize portfolios and address evolving business needs.
  • Monitor industry trends and regulatory changes to ensure compliance and adaptability.

The Successful Applicant:

  • Bachelor’s degree in engineering, computer science, business, or equivalent.
  • Professional certifications preferred: TOGAF, ITAC, PMP, ITIL Expert.
  • Minimum 10 years of experience in digital/IT initiatives, with at least 5 years in enterprise architecture design & leadership.
  • Mastery of architecture concepts, methodologies, and tools.
  • Strong project and team management skills.
  • Proven ability to distill complex requirements into actionable solutions.
  • Effective communicator with strong influencing and negotiation skills.
  • Fluent in English and Mandarin.

You Will Be Responsible For

  • leading the Enterprise Architecture (EA) team members to develop IT architectural principles, strategies, roadmaps, blueprints and architecture solutions for strategic projects in alignment with the business strategy and objectives, to drive digital transformation and customer facing solution platform – ticketing, omnichannel customer engagement, customer relationship management, infrastructure and application modernisation, system integration platform, arts and cultural specific digital solution platforms, etc.;
  • analysing business priorities and strategies, translating these into architecture requirements for the operational enterprise, and proposing to the business on strategic architecture framework development;
  • providing EA design guidelines and support to the EA team members, IT solution development, delivery and business team, with a focus on business and application architecture;
  • owning the architecture strategies, directions, and standard pertinent for technology solution delivery. Ensuring the architecture strategies align with the overall IT Strategic Plan and be clearly communicated and understood among the IT teams on delivery;
  • developing and reviewing IT technology standards to support the IT strategic plan, and most importantly to streamline critical investment decisions of the Authority.
  • leading as an IT leadership team member to formulate the way forward plan from current “As-Is” to the “To-Be” in the IT Strategic Plan;
  • ensuring continuous alignment of IT service and solution offerings with the current business priorities and objectives to ensure the EA principles, strategies, roadmaps and architecture solutions stay relevant and updated to support the Authority’s business priorities;
  • hosting the Architecture Governance Board to lead assessment and reviews on all IT related product development, enhancement, upgrades, etc., and ensuring they are in line with the EA principles, strategies, roadmaps and architecture solutions, by partnering with the subject matter experts;
  • ensuring IT solution implementation and migration plan with risk management, business cost and benefit with intended values on work packages to be delivered;
  • being the control and governance parties for compliance and change management with continuous requirement management;
  • advising the technical standards and guidelines pertaining to data in terms of information use, security, access and governance;
  • facilitating the evaluation and selection of software products, as well as designing the standard of software configurations, and participating in key project design reviews to ensure application designs adhere to the EA guidelines;
  • reviewing the infrastructure architectural design to ensure the alignment with the defined standards;
  • directing the technology research team and getting involved in evaluating new technologies to support innovative business initiatives by preparing and presenting proposals from conceptual design to completion of proof-of-concept;
  • directing the preparation of procurement proposals, RFQ/tender, etc. for innovative initiatives and agreement renewal throughout the entire procurement cycle;
  • managing annual EA budget and monitoring expenses for the operations; and
  • performing any other duties from time to time as reasonably assigned by the Authority.

You Should

  • possess a recognized university degree in Computer Science, Information Systems, engineering or equivalent; a Master degree in Information Technology will be a plus but not a must;
  • have at least 8 years of solid experience on enterprise architecture, platform and solution design and relevant experience in cloud-based, client/server environment, including technical architecture, network management, middleware, database management and/or operations;
  • have hands-on experience in implementing projects on cloud, data analytics, big data, mobile apps, websites, enterprise resources planning (ERP), ticketing and admission solutions, integration solutions such as API, SaaS solutions, etc.;
  • be familiar with artificial intelligence, business intelligence and data analytics development solution platform;
  • be familiar with arts and cultural specific solutions development solution platform;
  • be a team player with experience leading and collaborating cross-team to ensure successful delivery of solutions;
  • have relevant experience in providing influencing solution direction and standard adoption through the use of architecture capabilities, building blocks, strategies and roadmaps;
  • have good presentation skills to articulate complicated technical proposals to senior executives and business users;
  • have relavant work experience in leading team to prioritize and plan complex work in a rapidly changing context;
  • have excellent communication skills with good business acumen;
  • have experience in writing proposals, RFQ/tenders, etc.;
  • preferably possess TOGAF, PMP, ITIL certifications.
  • be able to build good relationships with different stakeholders across the Authority; and
  • be proficient in written and spoken English and Chinese.

About the Opportunity

What You’ll Be Doing:

  • Responsible for the design and development of multiple subsystem modules of the one-stop performance platform, including: R&D process Pipeline, environmental swim lane, flow pressure measurement, regression testing, etc.
  • Communicate with the product or business, deeply understand the requirements, and implement back-end business logic development.
  • Can cooperate with front-end development to realize data interaction and back-end interface development.
  • Participate in system maintenance and optimization to ensure the stability and efficiency of the code.
  • Responsible for documentation preparation and update, including but not limited to design documentation development manuals.
  • Participate in project requirement discussion, and complete task decomposition and estimation.

What We Look For In You:

  • Bachelor's degree or above in computer related major.
  • More than 2 years of Java development experience, and familiar with JVM, network programming, and multi-thread concurrency control is necessary.
  • Familiar with SpringBoot, SpringCloud, Mybatis, and other microservice development frameworks.
  • Familiar with the development and use of common database middleware such as MySQL, Redis and Kafka, understanding database design and optimization.
  • Familiar with the Linux operating system and common Linux commands.
  • Good learning ability, logical thinking ability and problem-solving ability.
  • Good teamwork ability, able to work under pressure.

About the Opportunity

What You’ll Be Doing:

  • Responsible for the design and development of multiple subsystem modules of the one-stop performance platform, including: R&D process Pipeline, environmental swim lane, flow pressure measurement, regression testing, etc.
  • Communicate with the product or business, deeply understand the requirements, and implement back-end business logic development.
  • Can cooperate with front-end development to realize data interaction and back-end interface development.
  • Participate in system maintenance and optimization to ensure the stability and efficiency of the code.
  • Responsible for documentation preparation and update, including but not limited to design documentation development manuals.
  • Participate in project requirement discussion, and complete task decomposition and estimation.

What We Look For In You:

  • Bachelor's degree or above in computer related major.
  • More than 2 years of Java development experience, and familiar with JVM, network programming, and multi-thread concurrency control is necessary.
  • Familiar with SpringBoot, SpringCloud, Mybatis, and other microservice development frameworks.
  • Familiar with the development and use of common database middleware such as MySQL, Redis and Kafka, understanding database design and optimization.
  • Familiar with the Linux operating system and common Linux commands.
  • Good learning ability, logical thinking ability and problem-solving ability.
  • Good teamwork ability, able to work under pressure.

Job Duties:

As Vice President , you will provide strong technical leadership and delivery management to the team across Hong Kong and Shenzhen. Your goal is to enhance delivery quality, foster a culture of excellence, and ensure our technology solutions meet the strategic needs of the business. The ideal candidate will possess excellent communication and stakeholder management skills and have a proven track record of delivering impactful business solutions collaboratively.

Responsibilities

  • Lead, mentor, and build a high-performing, cross-border team. Guide technical leads to effectively manage their respective development and testing teams.
  • Effectively collaborate with product managers, business and IT teams to understand requirements, design, develop or select cost effective solutions that are fit for purpose, meet enterprise architecture standards and are aligned with broader corporate strategies.
  • Serve as the senior technical authority within the team. Design robust solution architectures, conduct code reviews, and establish stringent, high-quality coding standards.
  • Drive improvements in our development and deployment practices. Implement and enforce rigorous testing methodologies to reduce escaped defects and conduct deep root-cause analysis for production issues to ensure platform stability.
  • Take ownership of the team's budget and manage the annual budget, validating project estimates, and managing resource allocation and forecasting.
  • Manage external service providers and product vendors to deliver products and services in accordance with agreed contracts. Develop healthy partnership with key suppliers to drive innovation, skills uplift and increased vendor performance.

Requirements:

  • University degree in Computer Science, Information Systems or related discipline or equivalent experience.
  • 10+ years of working experience in designing, building and supporting scalable, distributed and highly resilient software solutions, with at least 3-5 years in a technical leadership or engineering management role.
  • Strong knowledge and practice experience with applying modern enterprise architecture, CI/CD and Agile software development practices in large, complex enterprise environments.
  • Proven, hands-on expertise in designing and developing solutions on the Salesforce platform and low-code development platforms is required.
  • Cloud architecture certification such as AWS Certified Solutions Architect, Azure Solutions Architect Expert and Google Professional Cloud Architect would be a plus.
  • Experience in managing a geographically diverse development and support team.
  • Ability to effectively collaborate with cross-functional business and technical teams to deliver compelling user experiences while balancing design details with business impact and technical implementation considerations.
  • Excellent written and spoken communication skills with proven ability to communicate with impact, drive consensus, influence relationships and articulate complex information in a meaningful way to wide and varied audiences including senior management.
  • Have an excellent command of both written and spoken English and Cantonese. Ability to communicate in Putonghua would be an advantage.
