About the Role
The Group BCM IT/DR Senior Manager supports the Group Office's IT/DR program working closely with Group IT infrastructure, Cloud Architecture and application support teams to validate our technology recovery readiness and continuously strengthen Technology resilience for Groupwide systems owned and managed centrally by Group Office.

Roles and Responsibilities:

  • Planning, coordinating, and implementing full scale Datacenter and Cloud Disaster Recovery tests which comprises of testing the key scenarios such as a loss of key IT components as well as full site
  • Work with business continuity planning team to understand and establish Recovery Time Objectives (RTO) and Recovery Point Objectives (RPO) for critical business functions and related technology to embed in the IT DR plan
  • Manage and support Resilience Risk/Compliance Scorecards preparation and ensure technology recovery capability are aligned with business continuity requirements
  • Review of SSDC Capacity Management Report to identify the shortfall of the IT capacity and communicate the information to BU BCM/ITDR teams
  • Coordinate with infrastructure team, application teams, Infrastructure vendors, and Datacenter partners on the creation and maintenance of fit-to purpose DR plans and ensure adequacy of all application-based DR Plans/Activation Run books
  • Work with the IT technical staff to ensure the DR solutions security, integrity, and accessibility of data, databases, and information systems
  • Schedule and lead the planning, coordination, and execution of the disaster recovery exercises to validate the DR plan
  • Coordinate & facilitate Group and business unit's application related DR planning & execution activities
  • Manage the administration, development, implementation, and maintenance of policies and procedures related to disaster recovery
  • Support BCM System Groupwide Implementation for BU ITDR Plan and ITDR Drill Report
  • Establish and maintain detailed DR communications and command and control plans through a change management process
  • Develop and produce program key performance indicators, metrics and reports that reflect overall health and viability of disaster recovery capabilities
  • Provide 24x7 on-call support for any emergency, which may require activation of all or part of the IT business continuity or disaster recovery plans

Minimum Job Requirements:

  • Experienced in coordinating large scale events such as data centre disaster recovery tests, power downs, maintenance activities
  • Hands-on experience on the entire process, from planning all the way to the actual coordination on the day of the activity
  • 10-12 years of experience in IT Service Continuity program management, IT disaster recovery plan development, maintenance and exercising with a large-scale financial institution
  • Experience in conducting BIA and developing Business Continuity Plans
  • Experience with and an understanding of enterprise data replication & automation technologies as well as DR network topology design and implementation
  • Application and Infrastructure knowledge & understanding to ensure proper planning for and implementation of a highly advanced disaster recovery alternate site capability and the corresponding DR program components
  • Possess general technology knowledge (mainframe, distributed, network, middleware and storage, data backup technologies

The Department

The IT Infrastructure and Platform Operations Department is responsible for the design, implementation, and management of the infrastructure that supports the Club's IT systems, and leads the Service Management capabilities that ensure the smooth running of these systems.

This department ensures that all technological resources operate efficiently and effectively to support business objectives. Key responsibilities include:

  • Design and operate processes and controls that ensure IT service availability, performance, and resilience are aligned with business expectations.
  • Manage the 24x7 IT Operations Centre.
  • Manage the Club's exploitation of the public cloud.
  • Manage the complete lifecycle of the Club's IT network and the technology within our data centres.
  • Provide the roadmaps, standards, and capabilities that enable our IT infrastructure to remain current (eligible for vendor support) and secure (patched and remediated against CVEs).
  • Provide the Club's colleague collaboration technology suite, including desktop and laptop computers, mobile devices, collaboration tools, carrier contracts, and associated support functions.

The Job

You will:

  • Support Development and Implementation of Disaster Recovery Plans: Assist in maintaining and updating disaster recovery (DR) plans, ensuring documentation of recovery objectives (RTOs, RPOs), backup protocols, and restoration procedures is accurate and current. Help prepare for and participate in DR plan testing and validation exercises, contributing to the documentation of lessons learned. Support the administration of required resources and tools needed for DR activities under senior management guidance

  • Assist in Risk Assessments and Impact Analysis: Help collect and analyse data to identify vulnerabilities across IT applications and infrastructure. Participate in evaluating potential disaster scenarios and their impact on critical systems. Collaborate with internal teams and business units to support Business Impact Analyses (BIAs), ensuring understanding of system interdependencies and recovery priorities

  • Coordinate with Internal Teams and Support Communications: Work closely with cross-functional IT, operations, and business teams to facilitate alignment of DR plans with business goals. Assist in integrating Non-Functional Requirements (NFRs) and operational criteria into technical documentation as directed. Support Site Reliability Engineering (SRE) initiatives by contributing technical insights and operational feedback

  • Contribute to Monitoring and Testing of Recovery Procedures:Help organise and conduct DR simulations, drills, and table-top exercises. Document test outcomes and assist in updating recovery plans based on findings and changing the IT landscape. Track compliance with DR readiness standards and contribute to continuous improvement efforts

  • Support Training and Awareness Programs: Assist in delivering employee training sessions, coaching team members on DR procedures and recovery roles. Help coordinate drills and awareness campaigns to promote operational readiness and technical skill development

  • Assist in Recovery Operations and Problem Management: Provide operational support during disaster recovery events by liaising with technical teams and ensuring timely communication of status updates. Participate in incident and problem management activities by helping identify recurring IT issues, collecting problem-related data, and documenting findings. Contribute to root cause analyses and track remediation actions to minimise incident recurrence and improve IT resilience

  • Contribute to Team Effectiveness and Continuous Improvement: Support team performance by managing assigned tasks efficiently and assisting management in resource coordination. Help drive maturity improvements in DR and problem management processes according to established frameworks and best practices

About You

You should have:

  • University degree qualification with a strong technical background, particularly in Information Technology, cybersecurity, application development and/or networking
  • Over 4 years of IT experience managing complex production and testing environments within large organisations
  • Experienced in developing and implementing IT Disaster Recovery (DR) plans, including setting Recovery Time Objectives (RTOs) and Recovery Point Objectives (RPOs)
  • Proven track record delivering mission-critical systems with strong ownership and accountability
  • Excellent interpersonal and communication skills, able to engage effectively with IT teams, business users, and executive management
  • Proficient in English (spoken and written), Cantonese, and Putonghua; strong presentation and writing skills

Apart from interbank clearing-and-settlement services, the Company and its subsidiaries also support the HKMA and the financial industry to foster the development of the financial technology ("FinTech") ecosystem in Hong Kong.

We are looking for a suitable candidate to take up the following job position.

Head (Risk Management)

Major Responsibilities

  • Assist the Chief Risk Officer (CRO) in maintaining and reviewing the enterprise risk management framework, strategies and processes
  • Define, review and maintain the enterprise risk management policies and procedures of the Company and its subsidiaries
  • Oversee the development of risk assessment methodologies, processes and procedures as appropriate to the different business units
  • Provide advice to and support business units in the development and implementation of internal control measures
  • Centralise risk management and monitoring processes, covering technological risk, operational risk, financial and liquidity risk, legal and compliance risk, business continuity, third-party risk, data privacy risk, reputational risk, etc.
  • Oversee cyber resilience posture and compliance with law, regulations and industry standards
  • Participate in business strategies as well as new projects and initiatives, and contribute from the perspectives of risk and control
  • Report on all risk management activities and exposures to the senior management, the Board, as well as regulatory bodies where necessary
  • Assist the CRO in reporting risk related matters to internal and external stakeholders including the Board, Risk Management Committee, auditors and regulators

Requirements

  • University education preferably majoring in business studies, risk management, information technology or related disciplines
  • Possess professional knowledge in relation to computer-system security, such as holding qualifications of CISP, CISA, CISM, CISSP, or equivalent certificates
  • Minimum 15 years of risk management experience preferably gained from major financial institutions with at least 8 years' experience at managerial level
  • Expertise in various aspects of risk management as well as the services and operations of the financial sector, preferably with experience in cybersecurity and technology risk management
  • Good knowledge of risk management strategies/policies/frameworks and relevant global/local regulatory requirements
  • Strong analytical, interpersonal and management skills
  • Excellent command of written and spoken English and Chinese, proficiency in Putonghua is an advantage
