Responsible for developing, implementing, and managing comprehensive OSH programs across the AP region. This role ensures full compliance with both BU and global safety standards, fosters a strong safety transformation culture, and aligns safety practices with corporate policies to protect employees and subcontractors.

  • Support the development and execution of BU OSH strategies aligned with global standards and regional regulations.

  • Develop, monitor and govern the implementation of corrective and preventive actions to prevent recurrence.
  • Report serious incidents to senior management and relevant regulatory authorities as required.
  • Collect, analyze, and visualize incident data for local and global leadership.
  • Provide strategic guidance and support to regional OSH teams, OU/country leaders, and managers, fostering stronger employee engagement.
  • Build and maintain strong relationships with government agencies, industry bodies, and internal stakeholders.
  • Lead initiatives to advance safety culture, accountability, and best practices across all organizational levels.
  • Benchmark regional safety performance against industry best practices and global standards.

  • Develop and present clear, concise, and insightful reports on contractor management performance, compliance status, and improvement initiatives to relevant stakeholders and leadership.
  • Contribute to the maintenance and improvement of systems and tools used for data management.
  • Develop region-specific emergency response plans, including Business Continuity Plans (BCP), and conduct regular drills.
  • Coordinate emergency response activities with local authorities and internal teams to ensure readiness.
Who we are looking for

Background:

  • Proven experience in OSH, ideally within construction, engineering, manufacturing or elevator sector.
  • Extensive knowledge of regional and international OSH regulations, standards (including ISO
  • Strong leadership, communication and interpersonal skills.
  • Ability to analyze safety data, identify trends and recommend practical safety solutions.
  • Certification such as NEBOSH, IOSH, or equivalent is preferred.

  • Familiar with the compliance permits required at each stage of a manufacturing industry/factory/fabrication.
  • Knowledgeable in NFPA, SEMI, and FM standards relevant to semiconductor FABs or the manufacturing industry.

  • Detail-oriented, self-driven and able to work with minimal guidance.
  • Language proficiency in Mandarin, Cantonese, and English.

The initial employment contract spans 12 months and can be renewed with a longer tenure upon mutual agreement of the incumbent and MRDI. The incumbent will normally work five days a week. Duties

The appointee will be required to:

  • Effective Relationship Building: Foster cooperative relationships with account teams, client organizations, and contractors.
  • Legislation Awareness and Advice: Stay updated on relevant legislation, provide technical advice, and inform accounts of legislative changes affecting service delivery.
  • Training and Culture Development: Promote a positive HSE culture, identify training needs, and deliver necessary HSE training programs.
  • Inspections, Audits, and Investigations: Conduct HSE inspections and audits, support risk assessments, complete accident investigations, and monitor HSE performance.
  • Stakeholder Engagement and Compliance: Support Facilities Managers in stakeholder relations, assist procurement in contractor approval, and ensure contractor compliance with JLL and client HSE standards.

Desired experience and technical skills

Required

  • Bachelor's degree in OHS, Engineering or related field
  • Holder of Registered Safety Officer
  • At least 5 years of hands-on experience in HSE management, preferably within commerical real estate, facilities management, or a similar industry
  • In-depth understanding of local and national health and safety regulations, with the ability to interpret and apply them effectively
  • Strong analytical skills to identify, assess, and mitigate HSE risks
  • Experience in conducting workplace risk assessments, audits, and inspection
  • Proficiency in English, including Cantonese and Mandarin
