Job Description

Job Duties:

  • To assist the Senior Site Agent in planning and programming of the work.
  • To report to the Senior Site Agent on progress of work and provide advice to team members.
  • To plan and draft construction program for the work.
  • To monitor works progress and provide periodic reports to the project team.

Job Requirement

  • Degree in Civil Engineering or equivalent;
  • Minimum 5 - 10 years on site practical construction experience with technical coordination / interface duties;
  • HKIE or equivalent professional institutions;
  • Knowledge of computer software in programming;
  • Possess logic mindset.

What You'll Do

  • Solution Proposals: Develop and propose alternative solutions for capacity rearrangements to meet project milestones. Minimize impact on hangar operations and future capacity plans.
  • Manpower Availability Support: Assist the Resources Planning team by providing reliable data on manpower availability for new business inquiries.
  • Closely monitor & verify WIP project progress with Takt team / BM Managers, review whether capacity replan is needed
  • Reserve / replan capacity considering
    • project priority
    • trade capacity availability
    • V0 & V1 workload plan from TET & TAKT team
    • Potential risk of TRT extension
  • Project future trade workload to support BM Development Manager with HC recruitment
What You'll Need

  • A minimum of 2 years’ experience in the aviation industry, with exposure in Project Management, capacity planning or operations analysis
  • Strong proficiency in data analysis and statistical methods, with the ability to interpret complex data sets and derive actionable insights
  • Experience with capacity modelling tools or techniques to forecast resource requirements and optimize utilization
  • Familiarity with software applications for capacity planning, project management, and data visualization (e.g. Excel, SQL, Power Platform, Tableau)
  • Able to work under tight schedule
  • A recognized university degree in Production or Industrial Engineering or Data Sciences or related disciplines but not essential

Role Purpose

  • Define LM and BM out of phase task, maintain out of phase list to provide PLN ops team for further LM schedule task implementation
  • Set up maintenance requirement task control in engineering system for new/used aircraft induction
  • Update AMS (both airframe and component) task control and task interval setting for new AMS revision/TR, verify bridging plan, handover to PLN ops team for LM schedule task implementation or package in standard BM package for further BM input
  • Provide upcoming 6 months due list review for MR task, monitor the task implementation status and work with PLN ops team for mid-long term implementation plan
  • Perform regular health check to ensure MR data accuracy (time requirement, last done and next due data) in engineering system
  • Perform maintenance requirement review based on related maintenance record and setup (both AMS and EO) in both component and major component receiving process.
  • Perform AMS variation and EO extension on a requested basic
  • Provide MR related performance data in regular AD&EO, AMS meeting, suggest for solution and improvement plan.
  • Attend regular AD meeting with QA and TS to provide AD related EO implementation plan with status update and provide AD implementation record in monthly basis
  • Feedback EO result to relevant parties, monitor corresponding ICA document update, warranty claim if required
  • Coordinate with flight ops team for manual update on related EO accomplishment if required
  • Carry out any other work assigned by superior

The Ideal Candidate

Our Infrastructure and Government Advisory (IGA) team is looking to hire a consultant with at least four years of professional experience, primarily built around the development and delivery of major construction and infrastructure projects, with a specialist focus in project controls.

Background to the IGA team

The candidate will be joining the IGA team in supporting clients across the whole asset lifecycle, from initial project feasibility appraisal, procurement and financing strategy, delivery model design, contracting strategy, construction and asset operation. As a recognized market leader, we deliver lasting results to our public and private sector clients under three workstreams of services, namely:

  • Project, Program and Portfolio Management (P3M)
  • Strategy and Policy
  • Transactions, Economics and Finance

We are seeking a candidate to join our IGA team with experience in Project Controls, primarily within the P3M workstream, to address some of the most complex challenges facing infrastructure project delivery.

Our Project Controls services cover three core focus areas:

  • Delivery model strategy: We assess project complexity, client needs and strategic objectives to determine right-fit project/program delivery models, from traditional approaches to more integrated model such as integrated delivery partners and Project Management Office’s (PMO), to ensure that project/program delivery organizations are structured and set-up for delivery success.
  • Operating model design: We evaluate the project/program delivery capabilities required from a leadership, project management, functional and mindset perspective, to inform the design of tailored project/program target operating models and frameworks that enable the right environment and culture to exist to enable the change.
  • Project controls design: We broadly consider our client’s and their delivery partner’s governance, processes, data, digital and reporting processes and controls, and advise on the design of an effective project control environment that ensures the right decisions can be made based on assured data and insights throughout the project lifecycle.

This role is based in Hong Kong and the successful candidate may be required to travel depending on client need.

Your Key Responsibilities

You will help services across the infrastructure lifecycle, including:

  • Provide professional advice to clients on all aspects of project/program set-up and delivery, with a focus on project controls, scheduling, cost and schedule assurance, project governance, risk management and avoidance.
  • Define ‘what good looks like’ and provide insightful standards against leading practice and project/programs of equivalent scale and complexity.
  • Assess and improve the performance of capital projects/programs, focusing on management processes and risk controls.
  • Design, set-up and transform project controls frameworks, tools, and methodologies tailored to the client and project/program capability needs and objectives.
  • Collaborate with client stakeholders to gather and analyse information, prepare potential recommendations, and communicate recommendations, ensuring the accuracy and completeness of deliverables.
  • Prepare and presenting comprehensive project control reports to stakeholders, highlighting key performance indicators and areas for improvement.
  • Provide guidance and mentorship to junior consultants and project control team members.

Requirements: Skills and attributes for success

We are seeking candidates with a minimum of four years of professional experience, preferably in one or more of the following areas:

  • Experience in acting as a Project Manager, Project Engineer, Quantity Surveyor or Commercial Manager on major projects in the construction, infrastructure or real estate.
  • Experience in establishing and operating project, program or wider portfolio project controls.
  • Project and program delivery and/or advisory roles within industry, government or a consultancy (major professional services firms, consulting practices or specialist firms).
  • Industry experience, specialized knowledge and innovation to support our clients make the best decision for their organization.
  • Supporting clients to shape strategic direction through organizational change such as operating model design, governance optimization and performance and efficiency improvement.
  • Undertaking troubled project reviews and/or cost and commercial assurance.

We are seeking candidates with the following knowledge/ skills:

  • In-depth understanding of project controls principles including cost management, scheduling, risk management, change control and project reporting.
  • Experience with various project control methodologies, frameworks and best practices.
  • Proficiency in relevant project management software tools (e.g., Primavera P6, MS Project, Aconex, PowerBI and CostX).
  • Demonstrated ability in the development and management of project budgets, cost estimates and financial forecasting.
  • Understanding of financial reporting and compliance standards relevant to large-scale projects.
  • Ability to identify, assess, and mitigate risks effectively, ensuring project objectives are met.
  • Excellent verbal and written communication skills.
  • Ability to convey complex technical information to diverse stakeholders.
  • Experience in effectively collaborating with clients, project managers, and cross-functional teams.
  • Enthusiastic work ethic with a willingness to learn and engage in new areas.
  • Relevant professional qualifications (e.g. APM ChPP, APM PMQ/PPQ, PMI PMP, MRICS, MICE) preferred.
  • Business proficiency in both written and spoken English.

Hong Kong Applied Science and Technology Research Institute (ASTRI) was founded by the Government of the Hong Kong Special Administrative Region in 2000 with the mission of enhancing Hong Kong’s competitiveness through applied research.

ASTRI’s core R&D competence in various areas is grouped under five Technology Divisions: Advanced Electronic Components and Systems; Artificial Intelligence and Trust Technologies; Communications Technologies; IoT Sensing and AI Technologies; and Intelligent Perception and Control Technologies.

It is applied across six core areas which are Smart City, Financial Technologies, New Industrialisation and Intelligent Manufacturing, Digital Health, Application Specific Integrated Circuits and Metaverse.

Over the years, ASTRI has nurtured a pool of research, I&T talents and received numerous international awards for its pioneering innovations as well as outstanding business and community contributions.

As of 2023/24, ASTRI has transferred more than 1,500 technologies to the industry and has been granted over 1,100 patents in the Mainland, the US, and other countries.

To support our constant endeavour to position Hong Kong as a world-class smart city and an international hub of innovation and technology, we are seeking qualified professionals to fill the following position(s):

Job Responsibilities:

  • Conduct 5G network radio planning, including cell site planning, coverage simulations, interference analysis, network optimization, etc.
  • Conduct 5G end-to-end system performance testing and inter-operability testing including:

1.) Set up and operate 5G end-to-end system

2.) Collect and analyze base station and terminal logs; and

3.) Take signal measurements using test equipment such as signal and spectrum analyzers, mobile network scanners, etc.

  • Take part in 5G network deployment including:

1.) Conduct site survey to propose antenna installation plan, network connection plan, cable routing plan, etc.; and

2.) Propose network optimization based on field conditions such as call-drop rate

Job Requirements:

  • PhD or Master’s degree holder in Computer Science, Electronic/Electrical Engineering, Telecommunications or relevant disciplines with a minimum of 3 years of related experience
  • Candidates with fewer experiences may also be considered
  • Knowledge of 4G/5G standards (such as 3GPP and O-RAN) are preferred
  • Experience in design, implementation, operating, securing and troubleshooting wireless networks, and operation of 4G/5G base station and core network is preferred
  • Solid knowledge in information theory, signal processing, stochastic process, antennas and propagation, and microwave theory techniques is a plus
  • Experience in the use of testing equipment such as signal generators, signal and spectrum analysers, and mobile network scanners is preferred
  • Mobile network operator work experience is a plus
  • Proficiency in written and spoken English, Cantonese and, Mandarin
