  • Good knowledge of various classes of insurance, specifically property and casualty insurance, motor insurance and employee compensation insurance
  • Proactive, independent, attentive to detail, collaborative and good interpersonal skills
  • Proficient in MS Office with particular proficiency in Excel being an advantage
  • Good command of both spoken and written English and Chinese

(b) have eight years' full-time experience in scenario-based training materials, 3D audio-visual productions, extended reality, animations or creative multimedia, which should include at least four years' working experience in e-Learning related projects;

(c) have met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE) (Please see Note 2), or equivalent;

(d) be able to communicate in Chinese and English; and

(e) have passed a trade test.

OR

(a) (i) have Level 2 or equivalent or above in five subjects including Chinese Language and English Language in the HKDSEE, or equivalent; or

Note:

Duties:

The Contract Principal Technical Officer (Innovative Technology) is mainly deployed to:

(a) plan and administer the financial resources in relation to innovative technologies projects;

(b) formulate and oversee the implementation of plans on the development of innovative learning technologies in training, including scenario-based training materials, 3D audio-visual productions, extended reality, animations and creative multimedia, etc;

(c) oversee the creation of e-learning materials using artificial intelligence and extended reality technologies, animations and creative multimedia, etc;

(d) oversee the set-up, operation and promotion of innovative learning technologies in training, including the use of scenario-based training materials, 3D audio-visual productions, extended reality, animations and creative multimedia, etc;

(e) provide presentations on innovative learning technologies;

(f) plan and oversee the implementation and management of the outsourcing of learning technologies related systems;

(g) formulate and oversee the procurement of required resources for innovative learning technology projects;

(h) oversee the provision of technical support on innovative learning technology equipment at Hong Kong Police College (HKPC) or other training venues, and to assist in the training of the HKPC and other Force members in using the innovative learning technology equipment or systems; and

(i) supervise the Contract Senior Technical Officer and Contract Technical Officer(s) under his/her command and handle the relevant human resource management matters.

Terms of Appointment:

Successful candidate will be appointed on two-year non-civil service contract terms.

Fringe Benefits

Rest days, statutory holidays (or substituted holidays), annual leave, maternity leave/paternity leave, sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance. An end-of-contract gratuity may be granted if the contract is satisfactorily completed with consistently high standard of performance and conduct. Such gratuity (if granted), plus the Government's contribution to the Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary drawn during the contract period.

If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to further shortlisting. Applicants who have declared disabilities found suitable for appointment may be given an appropriate degree of preference over other applicants whose suitability for appointment is considered comparable to that of the former. (g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. (h) Towards the application deadline, our on-line system would likely be overloaded due to large volume of applications. To ensure timely completion of your on-line application, it is advisable to submit the application as early as possible.

How to apply:

Application Forms (G.F. 340 (Rev. 7/2023)) are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau's website ).

The new version of application form for Government jobs G.F. 340 (Rev.7/2023) has been in use with effect from 26 July 2023. Candidates who apply for Government jobs advertised on or after 26 July 2023 should use the new G.F. 340 (Rev. 7/2023). If candidates submit the old version form (G.F. 340 (Rev. 3/2013)), they will be required to fill in the new G.F. 340 (Rev. 7/2023) afresh and submit it within seven days upon request. If candidates fail to submit the new G.F. 340 (Rev. 7/2023) within the stipulated deadline, their applications will not be processed further.

Applicants should state clearly in their application forms details of their academic qualifications and relevant working experience. Completed application forms, together with copies of (a) certificates and transcripts in support of the academic qualifications; (b) supporting documents of working experience; and (c) supporting documents of level of proficiency in Chinese and English Languages, should reach the below contact address on or before 25 September 2025. Please specify the position being applied for on the envelope.

To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will NOT be delivered to this Department and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. Applicants will bear any consequences arising from paying insufficient postage. The postmark date on the envelope will be regarded as the date of application and /or submission of supporting documents.

Applicants may also apply online through the Civil Service Bureau's website ). For applicants who apply on-line, they should submit copies of the required supporting documents by post to the below contact address on or before 3 October 2025. The on-line application number should be quoted on the envelope and copies of the supporting documents.

If applications are late or incomplete, or not made in the prescribed form, or submitted by fax or e-mail, or without copies of the relevant supporting documents, or if the relevant supporting documents are received after the above specified dates or are insufficient, such applications will NOT be considered.

Candidates who are selected for trade test/interview will normally receive an invitation in about four to eight weeks from the closing date for application. Longer time may be required under certain circumstances, e.g. when a large number of applications are received.
