Reporting to the Facilities Management Manager, the appointee will be required to:

  • develop, review and monitor the implementation of the procurement policies and procedures of the Institute;
  • oversee the entire procurement process, which includes new vendor sourcing, vendor selection, preparation and review of RFQs or tender documents, quotation analysis, price negotiation, placing purchase orders, and ensuring timely delivery of goods and services;
  • manage the authorized supplier list, regularly monitor and evaluate the performance of vendors to ensure compliance with safety standards, competitive terms, pricing standards, service standards, and sustainability consideration;
  • carry out compliance checks on the tender or quotation process, and provide guidance to users on procurement policies and procedures when necessary;
  • use systems for data management and reporting to ensure accuracy and timeliness of procurement data, transactions, and vendor information;
  • review the work process, suggest appropriate enhancements, and provide administrative support to the team;
  • perform any other duties as assigned.

Requirements

  • A recognized degree in Procurement, Supply Chain Management, Logistics, Business or related disciplines; holder of CIPS or CPSM a definite advantage;
  • At least five years’ relevant working experience in sizable organizations, with at least two years of supervisory experience;
  • Have a good understanding of governance and compliance in the public sector;
  • Hands on experience in using ERP system is preferred;
  • Strong negotiation skill, analytical and numerical ability;
  • A good team player with a strong sense of responsibility, as well as good interpersonal and time management skills;
  • Good command of both written and spoken English and Chinese, with fluency in Putonghua being an advantage; and
  • Proficiency in MS Office applications and Chinese word processing.

  • Experience with IT procurement including sourcing technology solutions, hardware, software and implementation services is an advantage.
  • Strong in contract negotiation, supplier sourcing and management
  • Sound experience in procurement framework, strategy and policy design and execution
  • Excellent communication and negotiation skills
  • Good command of both spoken and written Chinese and English.
  • Proficiency in MS Office applications including Word, Excel and Powerpoint
  • Less experience will be considered as Assistant IT Procurement Manager

Cathay Subsidiary Services consists of several independent departments that provides professional services to Cathay Pacific Airways Limited and its subsidiaries (the ‘Company’), including but not limited to Cathay Cargo Terminal, Cathay Dining, HAS by Cathay and Vogue Laundry Service Limited.

The selected candidate will predominantly oversee the procurement and supplier relationship management of the direct procurement portfolio as well as project-based tasks as required.

Key Responsibilities:

  • Work closely with the Head of Direct Procurement to formulate and support the implementation of a comprehensive direct procurement strategy for the portfolio.
  • Conduct market analysis to identify trends which may have positive or negative impacts developing strategies to leverage or mitigate these.
  • Oversee portfolio performance. Formulate and implement actions to achieve performance goals.
  • Enforce corporate governance in the team. Ensure full compliance.
  • Lead engagement with departments and teams internally, constructively challenging requirements as well as identifying and capitalising on synergies identified.
  • Develop and execute negotiation strategies for key high value/volume contracts and tenders within assigned remit.
  • Other ad-hoc duties as assigned

Requirements:

  • University graduate in a relevant discipline.
  • Minimum 5-years’ relevant experience. Experienced in the procurement of food with detailed knowledge of both the Hong Kong and overseas markets is highly preferred.
  • Procurement & category management knowledge a must.
  • Excellent problem-solving abilities.
  • Strong data analytics and numerical abilities.
  • Logical and detailed-minded with experience in process improvement.
  • Strong leadership and people management skills.
  • Strong commercial acumen and understanding of accounting principles as well as commercial contracting.
  • Strong negotiation and influencing skills.

  • Lead the IT procurement management process covering IT hardware, software, and service.
  • Streamline and enhance procurement processes, policies, practices and systems.
  • Evaluate procurement proposal to protect the corporate’s best interest and to comply with internal policies.
  • Provide advice, guidance and due diligence in RFQ, Tendering and procurement process.
  • Provide advice, guidance and due diligence on monthly Procurement Committee Meeting.
  • Perform due diligence on all IT purchases including but not limited to desktop hardware and software, data centre infrastructure, professional services for application development, network and cabling works, and all IT related maintenance…etc, to ensure all purchases are complied with corporate’s policy.
  • Perform new vendor registration and measure vendors performance regularly.
  • Maintain the contract administration function effectively and provide contractual advices on contract matters to internal users.
  • Support / lead other business activities and ad doc tasks as required.

Requirements:

  • Degree in Computer Science, IT, Global Sourcing, Supply Chain disciplines is preferred
  • Minimum of 3 years’ solid experience in buying / merchandising / purchasing / procurement fields.
  • A strong background in Procurement and a relevant professional qualification is an advantage (e.g. CIPS)
  • Experience with IT procurement including sourcing technology solutions, hardware, software and implementation services is an advantage.
  • Strong in contract negotiation, supplier sourcing and management
  • Sound experience in procurement framework, strategy and policy design and execution
  • Excellent communication and negotiation skills
  • Good command of both spoken and written Chinese and English.
  • Proficiency in MS Office applications including Word, Excel and Powerpoint
  • Less experience will be considered as Assistant IT Procurement Manager

Position Description

Reporting to the General Manager, Strategy Planning & OEM, the Procurement Manager, VDO Project will lead and manage procurement functions for the set-up of the new Vietnam Operations. The jobholder supports the procurement related requests / projects and contract development for Vietnam Operations.

What You'll Do

  • To ensure proper corporate governance throughout the procurement activities in a fair, open and impartial way, including policy, procedures compliance and continuous input on any improvement areas.
  • To lead the procurement related request and contract development with good KPI target achievement, including but not limited to, shortening sourcing, processing lead time and cost savings.
  • To identify opportunities for execution of procurement strategies.
  • To monitor the suppliers’ performance effectively.
  • To mitigate the safety and sustainability risks of outsourcing.
  • To ensure proper implementation of good procurement practices and control.
  • To lead the projects or being contract manager for those purchase recommendation and decision with a longer term and higher financial impact to the company and other group companies if applicable.
  • To carry out strategic analysis on data for development of cost saving opportunities and execution of proper risk management.
  • To be actively involved in staff engagement initiatives and people management.
  • To conduct cost saving studies and make recommendation on group contract development.

What You'll Need

1. Functional and other Relevant Experience

  • Minimum of 7 years of solid procurement experience.
  • Product and market knowledge in related category of purchases is an advantage.

2. Qualifications and other Relevant Knowledge

  • Recognized degree in any disciplines, procurement / business / management related an advantage.
  • Professional qualification in procurement and supply is required.
  • Excellent command of English and Chinese, both spoken and written.

Reports To : Senior Manager, Procurement & Sales Admin

The primary objective of this role is to provide operational and administrative support in invoicing and managing customer orders (both internal and external) for finished goods.

This position will be in contact with QC, Logistics, Finance, Sales, Shipping Companies / Forwarders, Customers, Consumer Councils / Customs.

Key Responsibilities

  • Monitor and execute internal and external purchase orders for Delsey Europe and Asia markets.
  • Monitor and execute internal and external sales orders for Delsey Asia markets.
  • Provide administrative support for Procurement and Sales order management
  • Any ad hoc projects as assigned by the manager

Requirements

  • Degree in business, commerce, supply chain or equivalent.
  • Prior experience in a similar role and Industry (Luggage) is an advantage
  • Experience in Purchase Order and Sales administration; order management and follow-up.
  • Detail-minded, well-organized, and able to work effectively in a team and build strong relationships with all project stakeholders.
  • Critical thinking and good problem-solving.
  • Proficient in MS Office applications (Excel, Word, PowerPoint, and Outlook) and ERP systems, i.e. Business Central
  • Good command of both English and Mandarin (written and spoken).
  • Immediate availability is highly preferred.
