- Tracks deliverables across technology teams and provide weekly reports.
Programme/ Project Governance, Process and Standards
- Ensures the Bank's defined Programme Management standards, policies and governance are applied across the program.
- Ensures the programme has an effective structure for the management of risks and issues; that they are identified, maintained, reviewed, addressed and escalated in a timely manner.
- Provides programme quality assurance capability; conducts scheduled and ad hoc reviews of all programme materials and ensures that programme data is complete and accurate in the enterprise reporting system (Clarity).
- Establishes relevant workstream forums, prepares and leads relevant forums, follows-up on actions.

- Produces programme/ portfolio summary packs and briefs senior management on the status of their investment in line with the programme governance model.
- Encourages and enforces high standards of quality, accuracy and consistency in all project and programme logs, trackers and reporting materials.
Financial Management
- Manages programme Technology budgets, identifies ways of driving down costs in order to control spending against the planned cost, analyses any variance and takes necessary corrective action to stay on Green status for Cost; provides timely forecasts and reporting as needed
- Works with ITO Finance and other groups to provide an accurate view of actual spend; tracks and provides evidence for accruals, recharges and third party spend.
- Ensures accurate and realistic forecasts are maintained; monitors and follows-up on variances; supports the Technology Program Manager in meeting the programme's financial commitments in each year and over the life of the programme.
Risk & Issue Management
- Tracks risks that would impact the overall portfolio's success, updating suitable mitigation plans as needed on regular basis.
Strategy
- Develop and Track all the plans with comprehensive consideration of both internal and external scenarios, particularly on interfaces
Business
- Work closely within technology teams to ensure all deliverables are tracked with high quality and within budgets.

Qualifications and Requirements:
1.Minimum of 5 years of experience in a financial institution, with mandatory hands-on experience in margin financing business. Prior exposure to options business is highly preferred.
2.Must be proficient in the SFC's FRR reporting regime, with proven independent experience in the end-to-end preparation and submission of these returns.
3.Solid understanding and practical experience in market risk stress testing and collateral risk management.
4.Foundational knowledge and ability in performing accountings for securities businesses (e.g., margin, options).
5.Advanced proficiency in MS Excel. Candidates with skills in other automation tools (e.g., VBA, Python, Power BI) to enhance reporting efficiency will be given priority.
6.Bachelor's degree or higher in Finance, Accounting, or a related field. Professional qualifications such as CFA or FRM are a strong advantage.
7.Strong numerical aptitude, a high sense of responsibility, and exceptional communication and stress management skills.

**Principal responsibilities**
1. Assist the Head of Risk Steward Oversight to coordinate with other teams within Compliance to ensure the strategic initiatives and required services are delivered as agreed.
1. Governance and Reporting
+ Support the implementation of compliance governance framework, including strategy, policies and standards at the entity level.
+ Implement effective reporting and oversight capability which enables the function to report compliance risk to relevant entity and regional governance committees on time.
1. Risks Analysis, Data and Information
+ Review, analyse and provide commentary on key risk/governance papers. Draft papers for various risk committees on key compliance risk matters.
+ Maintain the Risk Appetite metrics and compliance risk taxonomy used within the Risk Management Framework.
+ In collaboration with other teams within Compliance, develop and maintain the risk steward view of the effectiveness of the compliance risk framework and ensure that this view is communicated consistently to relevant risk governance meetings.
+ Support the Head of Risk Steward Oversight to provide inputs, review and challenge the CEO scorecards.
1. Policy Management
+ Manage the implementation and embedding of group polices
+ Stay at the forefront of group policy changes to ensure proactive communication with business
**Requirements**
+ Professional with experience in one or more compliance / financial services roles
+ Experience in managing entity-wide Risk Management Framework
+ Solid experience in the financial services industry, preferably within a large financial institution
+ Proven ability to manage multiple issues and priorities and demonstrated judgment and poise in challenging circumstances
+ Lateral thinker with an ability to interpret and solve complex issues
+ Excellent communicator (both written and oral) and strong inter-personal and influencing skills
+ Ability to analyse information and identify potential areas of concern that are fact based
+ Works well across a diverse team and is willing to assist others as needed
+ Strong analytical and problem-solving skills
+ Proactive self-starter with proven ability to meet challenging deadlines
+ Strong interpersonal skills and experience of working effectively within a large team / collaborating for success
+ Previous experience of HSBC /HASE Group structure, its business and personnel, and culture would be an advantage
