Responsibilities:
- Supervise Building Services Inspection Team for the participation of mock up inspections (e.g. Timber mock up, Sample flat inspection etc) and factory inspections (e.g. LV switchboard acceptance tests, Open-up flush water pump test, Open-up to panel wall etc) and lead Building Services Inspection Team to coordinate with Specialist Sub-contractors for carrying out any necessary works;
- Oversee, inspect, test and examine the materials used, the workmanship, the installation method and procedure employed by the Contractor for all building services works, including works manufactured / fabricated off site with the assistance of the site supervisory staff;
- Check and endorse the materials used and workmanship employed by the Contractor for all building services works are in compliance with the Client's Requirements, the Specification, approved drawings, Approved Design and construction procedures and testing and commissioning procedures;
- Check and ensure only the approved drawings are used for installation/construction;
- Identify defective or sub-standard building services works, materials and workmanship which do not comply with the Client's Requirements, the Specification, approved drawings, Accepted Design, construction procedures and testing and commissioning procedures, and to co-ordinate and witness the performance of appropriate tests and remedial works on the defective or substandard building services works;
- Review, validate and endorse the T&C reports, shop drawings, materials, samples, method statements, etc. submitted from the Contractor;
- Provide comments to the T&C reports, shop drawings, materials samples, method statements, etc. and arrange necessary rectification works;
- Coordinate with Building Services Design Team on the necessary defect rectification works;
- Communicate amongst, including but not limited to, the Building Services Design Team, the Contractor, CM, the site technical staff, the Building Services Engineer(s) employed by the Contractor, the Specialist Sub-contractors, etc on building services related matters, in connection with the Site Agent on builder's work and RSS on other disciplines;
- Resolve and report design or installation problems or site difficulties in building services works on Site arising from unforeseen circumstances;
- Coordinate with the Contractor, his domestic sub-contractors and/or Specialist Sub-contractors to identify clashes, conflicts between different building services sub-trades and structure etc., and resolve the associated site problems;
- Identify inspection activities in particular for covered up works, works put out of view and types of inspection work that must be completed before associated works by other parties (i.e. builder's work). Establish inspection schedule with the assistance of the Building Services Inspection Team for on-going monitoring;
- Communicate and liaise with relevant parties to ensure the works are carried out in accordance with the accepted installation programme and drawings;
- Comment and monitor the installation programme submitted by Specialist Sub-contractors with reference to the Master Programme;
- Monitor the progress of work, follow up on outstanding items and remedial actions by the Contractor and to produce timely information in advance of construction /installation to avoid delay;
- Communicate with the CM and submit monthly report to the CM on progress and quality of building services works;
- Report to the CM immediately any issues that affect time and quality of the works that require special attention of the CM together with any remedial solution proposed;
- Ensure the building services works are performed accordingly to the installation programme with minimum disruption, and in cases of action involving variations to design and potential abortive works, consult the Building Services Design Team and report to the CM;
- Oversee site records on building services works, and co-ordinate the checking of building services works with the assistance of site supervisory team; (t) Participate in resolving any dispute arising from Utility Undertakings, Building Services Specialist Sub-contractors, other contractors, Client's departments, other government departments, etc. on issues relating to building services installations;
- Review and fine tune the design and shop drawings with the Contractor to match with the actual site condition;
- Monitor and forecast site supervision resources for building services works and advise the CM on the appropriate planning and action plans to optimize the utilization of the resources;
- Agree with the Specialist Sub-contractors on the pre-requisite items for key inspections e.g. approved drawings, materials / equipment, calibration certificates of testing instrument, etc. in advance of the commencement of relevant work /inspection;
- Monitor, witness and check all the testing and commissioning works and to keep proper record with the assistance of Building Services Inspection Team;
- Monitor the co-ordination of building services works requirements in connection with builder's works, report on the consequential changes to the building services design, and produce sketch plans and working drawings and to resolve site problems with design solution;
- Check, supervise and inspect existing building services termination of the whole Site as required in this Contract;
- Provide technical advice upon request for all temporary works, interfacing works, utilities termination, decommissioning and diversion works of the whole Site as required in this Contract;
- Attend regular and ad-hoc meetings;
- Assist the preparation of design and estimation in compliance with the Specification in collaboration with the allied disciplines;
- Assist the CM in any site investigation, and prepare report on the acceptance or otherwise of the use of materials, installations and testing & commissioning works;
- Assist in the monitoring and reporting of the performance of the building services Specialist Sub-contractors;
- Supervise and manage the Building Services Inspection Team;
- Provide input to the preparation of the Quality Plan and, Inspection, Test, and Approval Plans (ITAP), that are submitted by the Contractor to substantiate the fulfilment of Enhanced Quality Supervision and Assurance Plan for building services works, for site supervision and inspection;
- Review, validate and endorse the Quality Plan and, Inspection, Test and Approval Plans (ITAP), that are submitted by the Contractor, to ensure the fulfilment of Building Services Site Inspection Guide (DBSI), all HD's quality documents, the Client's Requirements and requirements stipulated in all parts of this Contract;
- Check and ensure only accepted shop drawings and materials / equipment are used for construction;
- Check all documents prepared by the Contractor and/or his Special Sub-contractors for statutory submissions,
- utilities submissions, BEAM Plus submission and etc. prior to submission to authorities;
- Witness the T&C of building services installations in accordance with the requirements of this Contract, and ensure all T&C to be conducted with satisfaction before all statutory inspection;
- Attend and coordinate joint inspection and handover meetings with Estate Management Division (EMD) of the HD and other government departments for entrustment works, for the T&C of building services installations;
- Supervise and witness the special tests in accordance with the requirements of this Contract, including but not limited to Bench Test for CABD equipment, as required by the CM;
- Participate in the regular site safety, health and environmental checking and meetings;
- Participate in the site environmental compliance checking;
- Ensure all building services installation works are in full compliance with the approved safety plan and environmental plan;
- Review and validate all claims submitted by the Contractor and carry out site measurements with the assistance of the Building Services Inspection Team whenever necessary. Prepare assessment on claims and make recommendations as required by the CM;
- Monitor budget and conduct financial forecast, and provide necessary assistance in
processing payment and claims; - Provide support in answering public, press, tenant and government parties inquiries and complaints handling (i.e. CRMS);
- Properly record and maintain all relevant correspondences and documentation of the management systems to meet the requirements of ISO 9001, ISO 14001, ISO 45001 and ISO 50001, as appropriate to conform with HD's quality standard requirement;
- Lead the Building Services Inspection Team to coordinate with the Contractor and/or his Specialist Sub-contractors to conduct noise measurement for pump rooms, A/C plant room and emergency generator room (located directly above domestic flats) etc. and ensure the results are in compliance with EPD's requirements. Remedial proposal should be prepared in case of non-compliance;
- Lead the Building Services Inspection Team to coordinate with the Contractor and/or his Specialist Sub-contractors to carry out energy measurement for communal areas of domestic buildings at a prescribed interval (i.e. within one year after completion of domestic blocks and when the mass intake of tenants is mostly
completed), in accordance with relevant HD procedural manuals and technical guides. Check and ascertain the points of measurement correspond to the items delineated in the Energy Estimation endorsed by BSDRP(DB2). The RBSE shall refer to the template stipulated in Appendix BS-09 to this Part D of the Client's Requirements for the submission of Building Services Energy Measurement Report for Communal Area of Domestic Block to the satisfaction of CM; - Review handover documents submitted by the Contractor, including but not limited to Operation and Maintenance (O&M) manual, as-built drawings, design records with calculations, certificates of warranty, test reports and etc. for handover to the future maintenance agents and EMD of the HD;
- Report any incidents / reportable accidents on site to the CM; Undertake any other duties in connection with the site construction activities as and when required by the CM;
- Provide support for mass intake of tenants, inquiries from public, press media, government departments and complaint (i.e. CRMS); and
- Assist to conduct Performance Assessment scoring System (PASS) assessments with the assistance of site staff to measure and evaluate the contractor's performance during different stages of the Contract; and
- Attend and coordinate with the Contractor and/or his Specialist Sub-contractors to conduct Performance Assessment Scoring System (PASS) assessments during construction stage.
Requirements:
- employed by the BSESP as a resident building services engineer in building services engineering inspection; and
- a member of a professional institution recognized for corporate membership of the Hong Kong Institution of Engineer (Electrical, Mechanical or Building Services discipline) or equivalent and shall have at least three (3) years relevant post-qualification local experience.

General
- Responsible to the team of Architect and BSE for the supervision of all the building services works on site;
- Act as site representative under the direction of the Architect and BSE;
- Shall not relieve the overall responsibilities of the BSE in any aspects of the Development; and
- Shall not carry out any other duties not related to the Development as assigned.
Site Progress and Quality of Works
- Monitor the progress of building services works on site against agreed procedures and programme;
- Inspect and examine materials used and workmanship employed in the building services works including works manufactured/ fabricated offsite as may be required, all in full compliance with the contract requirements, approved materials and method statement, statutory approved plans and requirements;
- Coordinate site variations to deal with on-site difficulties and report to the BSE;
- Check, supervise and inspect, including levels and setting out of works;
- Inspect all building services works before covering up;
- Coordinate and check all builder's works requirement in connection with building services passing through structural elements;
- Inspect, examine and witness tests on works, identify outstanding works and defects and monitor their rectification;
- Carry out inspection and testing on all completed works and assist the BSE to certify completion of the contract;
- Assist in handing over completed works to relevant parties;
- Assist the BSE in vetting and approving contractors' submissions;
- Check materials delivered on site against contract requirements and approved samples;
- Monitor the contractor's implementation of various environmental, health and safety measures for building services works; and
- Witness on-site tests as required.
Liaison and Attendance
- Liaise with other project team members including the Employer's Representatives on all site matters;
- Assist in liaising and coordinating with relevant Government Departments and public utility companies in respect of the building services works on site;
- Attend and assist in all site inspections/ visits performed by others if required;
- Attend client and contractors progress meetings as required; and
- Attend site audits and follow up the corrective actions on identified noncompliance.
Records and Reports
- Copy all site memos to other project team members and the Employer's Representative;
- Maintain a site logbook recording all activities on site. The logbook is to be signed and available for checking by the BSE and/ or the Employer's Representative;
- Prepare and submit progress reports to the BSE and Employer's Representative via email to report site progress with photos, any abnormalities, incidents, etc.;
- Prepare and submit bi-weekly progress reports to the BSE and the Employer's Representative as instructed, summarizing site progress against the agreed programme, memos issued during the period, non-compliant works identified and other incidents/ issues that have occurred. The report shall be presented in regular site meetings; and
- Prepare and submit reports on any incidents that have occurred on site as demanded by the BSE and/ or the Employer's Representative.
Others
- The BSI shall carry out such other duties as directed by the Architect and BSE or the Employer's Representative.
Requirements:
- Diploma or Higher Certificate in Building Services Engineering or Electrical Engineering or Mechanical Engineering from the Hong Kong Polytechnic/ Hong Kong Polytechnic University/ Hong Kong Technical College/ Hong Kong Technical Institute/ Hong Kong Institute of Vocational Education, or equivalent;

+ Under the direct supervision of the Building Services Engineer (BSE), to distribute the duties of the BSE in relation to full-time site supervision and inspection of all building services installation works and to ensure compliance with HKHS's requirements and quality standards.

- Carry out duties in all aspects of supervision of building services, work on site within the contracts and the maintenance of site records and/ or conduct design coordination
- Comment and monitor the installation programme, submission schedule, T&C related documents submitted by contractors
- Inspect, supervise and monitor the material and workmanship quality to ensure that it is up to contract requirements and Hong Kong legislations
- Witness and report the acceptance of T&C
- Review, validate, provide comments and endorse the T&C reports, shop drawings, materials, samples, method statements, etc. submitted from the Contractor and arrange necessary rectification works
- Assist in resolving site/construction problems and conflicts among various trades in relation to building services matters and overall construction process
- Assist Client and Head Office for handover of the completed work to project owners
- Check and update the daily labour strength and works activities on site
- Provide the outstanding and defect list and report the progress of completion of outstanding works & rectification of defects
- Monitor the progress of works and provide site progress reports, and assist the client and Head Office/ Resident Building Services Engineer on assessment of Contractor's claim for extension of time or works disruption on building services aspects
- Assist the client and Head Office/ Resident Building Services Engineer in vetting of the building services variation works
- Regular reporting to Head Office and support preparation to the Project Engineer / Project Manager/ Resident Building Services Engineer in reporting of site progress
- Any other services as required by the client and Head Office for execution of the services

Is this role right for you?
- Degree in Electrical / Mechanical / Building Services Engineering or related discipline
- Not less than 6 years of relevant working experience including 3 years' on-site experience in supervision of Electrical, Mechanical and Building Services construction works.
- 3 years of relevant post-qualification local experience for Resident Assistant Building Services Inspector
- Registered electrical worker will be preferable

Qualifications:
The minimum qualifications required for the post of Resident Building Services Inspector shall be as follows:
(a) A Diploma or Higher Certificate in Building Services Engineering or Electrical Engineering or Mechanical Engineering from the Hong Kong Polytechnic / Hong Kong Polytechnic University / Hong Kong Technical College / Hong Kong Technical Institute / Hong Kong Institute of Vocational Education, or equivalent.
(b) 4 years' working experience in the capacity of Assistant Building Services Inspector, or equivalent.
Duties and Responsibilities:
The Resident Assistant Building Services Inspector shall assist the Project Building Services Engineer in technical and site matters and the duties shall include, but not be limited to, the following:
(a) Assist the Project Building Services Engineer in all aspects of supervision of building services work on site within the contracts and the maintenance of site records.
(b) Assist in the administration and control of Works Supervisory grade staff.
(c) Monitor labour resources, progress, materials and equipment used on site.
(d) Responsible for the upkeep of site records including site record books and submission of all monthly returns.
(e) Liaise and co-ordinate with other contractors, utility companies, client and government departments on site matters.
(f) Solve minor disputes/conflicts between various contractors, utility companies, client and government departments on site.
(g) Ensure the correct materials and equipment are delivered to site by contractors and that only those approved materials and equipment are installed.
(h) Assist in the checking of any site measurements of building services works and payments claimed by contractors.
(i) Assist in the site survey of existing building services installations during the construction stage, including submission of proposals for additional, alteration or repair works.
(j) Inspect and witness the testing and commissioning of building services installations.
(k) Monitor the progress of building services outstanding works and defects rectification works.
(l) Assist the Project Building Services Engineer in the checking of building services operation and maintenance manuals and as-fitted drawings submitted by various contractors.
(m) Carry out all such other duties as directed by the Project Building Services Engineer.
