MISSION
he Risk & Compliance Manager plays a critical role in supporting our mission to maintain a resilient and effective risk management and compliance framework that safeguards the organization while enabling sustainable growth in our precious metals trading operations.
By proactively identifying, assessing, and mitigating market, credit, money laundering, sanction, and responsible sourcing risks, they help protect the company from financial volatility, counterparty exposures, reputational harm, and regulatory breaches.
Additionally, they contribute to fostering a strong risk and compliance culture across the organization, ensuring alignment with internal policies and external regulations.
Main Activities And Responsibilities
Market and Credit Risk Management:
- Monitor, assess, and manage the company’s market and credit risk exposures related to precious metals and FX trading.
- Support the development and maintenance of risk models and tools to evaluate potential market movements and counterparty risk.
- Define and enforce risk limits in line with company policy to ensure effective control of trading and credit exposures.
- Conduct regular stress testing, scenario analysis, and exposure reviews to assess potential financial impacts and vulnerabilities.
- Prepare comprehensive risk reports and dashboards for senior management, highlighting exposures, trends, and recommended actions.
- Monitor regulatory requirements (AML laws, SFO Code of conduct, etc.)
- Review of due diligence files at account opening, including conducting enhanced due diligence reviews
- Perform periodic and event-driven reviews and counterparty screening.
- Support to the Front department and Operations for account opening and set up.
- Respond to compliance-related inquiries from internal and external stakeholders.
- Monitor transactions, identify high-risk activity, review clarifications, and handle FIU reporting.
- Organize compliance training sessions.
- Prepare compliance, AML and responsible sourcing third-party audit process.
- Investigate and respond to compliance breaches, ensuring corrective actions are implemented.
- Design and implement compliance policies, procedures, and programs.
- Master’s degree in Finance, Economics, Mathematics, Risk Management, or a related field.
- Professional certifications such as FRM (Financial Risk Manager) or CFA (Chartered Financial Analyst) are a plus.
- Minimum of 7-10 years of experience in risk management, AML-CFT/sanction program compliance and financial regulation (SFC code of conduct), preferably within a commodities or banking environment. Responsible sourcing expertise is an advantage.
- Demonstrated experience in working with regulatory bodies and managing audits, investigations, and compliance programs.
- Advanced skills in Excel, VBA, SQL, and Python for data analysis and risk modeling.
- Proficiency in English is required, with business-level proficiency in Cantonese. Additional languages are an advantage.
- Strong knowledge of financial markets, including trading, derivatives, and hedging strategies.
- Strong knowledge of the financial regulatory framework (including AML/CTF laws, SFC Code of Conduct).
- Understanding of key financial instruments used in commodity and FX markets (Spot, Forwards, Swaps, Options, etc.). Experience in the precious metals industry is a plus.
- Proficiency in risk modeling, statistical analysis, and market risk measurement techniques.
- Excellent communication and presentation skills with the ability to interact with senior stakeholders.
- Strong analytical and problem-solving skills.
- Ability to work under pressure in a fast-paced trading environment, to prioritize appropriately, and to work autonomously.
- Analytical skills, high attention to detail and accuracy in risk assessments.
- Expertise in project management
- Proactive and solution-oriented mindset.
- High degree of personal integrity and the ability to advocate for ethical behavior across the organization

Assistant Vice President, Enterprise & Financial Risk, Group Risk & Compliance
This role will be primarily responsible for supporting the Enterprise & Financial Risk Management Framework adopted by PCCW Group. The successful candidate will be an integral part of the Enterprise & Financial Risk Team and works closely with various control functions to uphold corporate governance by providing professional business advisory service in the area of enterprise risk management and assessment across the Group.
Your role
- As the 2LOD function in PCCWS Pension Services (“PCCWSPS”)
- Ensure oversight of setting up various risk management tools in coming up with the most accurate risk profile of the PCCWSPS
- Review and challenge risk assessments performed by 1LOD to ensure all PCCWSPS risks have been adequately addressed and documented in accordance with the relevant rules and regulations
- Review of RCA, KRIs, and relevant risk assessment results prepared by the 1LOD
- In respect of notification of suspicious significant events, regulatory issues, exceptional issues or incident escalated by the 1LOD, conduct review of the impact assessment, challenge the incident report quality, and participate relevant investigations not limited to root cause analysis, control review and remediated actions
- As key contact with external counterparties (e.g., regulators) to address and provide update of risk reconciliation items and provide response on eMPF business unit with the key risk/issue/incident upon request
- Ensure PCCWSPS follow and comply with PCCW Group’s policies and procedures
- Serve as member of PCCWSPS Risk Management Committee
- Provide support to relevant internal and external audit/review engagement
To succeed in this role
- University graduate in Business Administration, Computer Science/Information System, Finance, Risk Management, Regulatory Compliance, LLB/LLM or related disciplines
- At least 8 years of experience in enterprise risk management and regulatory compliance function
- Sound knowledge in enterprise risk management framework (3LOD model), cybersecurity related topics, data governance including understanding of local and international protection laws and practices such as PDPO, PIPL
- In-depth understanding and knowledge of MPF scheme operations, preferably with prior experience in MPF Trustee, MPF Scheme Administrator or Big 4 consultant dedicated in advising MPFA Trustee/Administrator
- Analytical minded, self-motivated, a good team player who can work independently and provides leadership to junior staff
- Good command of written and spoken English, Chinese and Mandarin

Requirements
- University degree in Finance, Business Management, Risk management, Law or related fields.
- At least 8 years of experience in compliance within the financial services industry, preferably in capital markets or central securities depositories or custody business
- Familiarity with financial markets and the regulatory frameworks applicable to financial market infrastructures (e.g. payment systems, central securities depositories)
- Understanding of the operation of Euroclear, Clearstream or DTCC is a distinct advantage
- Proven track record of developing and implementing effective compliance programs
- Strong understanding of compliance principles, including AML and KYC requirements
- Organised and detail-oriented, with effective communication skills
- Strong problem-solving and analytical skills, and highly motivated with the ability to manage competing priorities and meet deadlines
- Excellent command of spoken and written English; proficiency in Chinese is preferable

Key Responsibilities- Perform governance, internal control, internal audit, compliance reviews, and risk assessments for insurance clients.
- Assist in recommending process improvements to enhance efficiency, scalability, or risk mitigation.
- Advise clients on regulatory and business issues such as climate risk, accounting changes, and ESG.
- Support project planning, scheduling, coordination, and reporting.
- Identify control and performance improvement opportunities; communicate findings effectively.
- Collaborate with project teams and assist engagement management to meet objectives.
- Create impactful reports and presentations for client executives.
- Support business development and proposal development efforts.
- Lead and supervise a team of 2-3 professionals, overseeing training and development.
- Bachelor’s degree in a relevant field from an accredited university.
- At least 3 years of relevant experience, with expertise in governance, risk management, internal controls, internal audit, business processes, or compliance, preferably in the insurance sector.
- Qualified HKICPA, ACCA, AICPA, CIA, or equivalent.
- Excellent presentation, report writing, and communication skills in English and Chinese (Mandarin advantageous).
- Strong interpersonal and influencing skills.
- Experience managing complex, cross-border projects in a dynamic environment is a plus.
- Ability to adapt and succeed in fast-paced settings.

- Manage multiple, complex engagements
- Supervise and manage staff performance on engagements
- Maintain up-to-date knowledge of auditing, risk management, corporate governance, and regulatory developments
- 5-10 years of experience in Financial Services (Banking, Capital Markets, Wealth & Asset Management, Insurance)
- Knowledge in internal audit, process improvement, governance, controls, ERM, compliance, or supply chain
- Expertise in prudential regulatory reporting areas such as liquidity, interest rate risk, FX risk, capital, or market risk
- Strong analytical, problem-solving, and client service skills
- Excellent communication and interpersonal skills
- Proficiency in English; bilingual in Chinese preferred
- Experience handling complex, cross-border projects is advantageous
- Qualified ACCA, HKICPA, CIA, or equivalent
