Main purpose of the job:

Execute the tasks and coordinate the activities dictated to the Safety Management System (SMS), including safety investigation, safety risk assessment, safety assurance and safety promotion.

Main areas of responsibility:

  • Conduct routine review and processing of safety reports submitted to Safety and Operational Risk Management Department (SRM) related to operational safety.
  • Provide support and participate in the investigation of operational safety occurrences.
  • Facilitate Operational Learning Reviews (OLRs) to capture learning from safety events as and when required.
  • Liaise with relevant operational departments to ensure clear communication and effective follow-up on operational safety events.
  • Keep track of the recommendations and/or corrective actions arising from the investigation and safety meetings. Ensure they are implemented or closed in a timely and appropriate manner.
  • Support the Data Management team in conducting routine analysis to identify adverse safety trends in operations.
  • Facilitate cross-teams Safety Risk Assessment as and when required.
  • Provide technical and administrative support in maintaining effective and efficient SMS processes in operations.
  • Provide administrative support in safety meetings as and when required, including the production of meeting agenda and meeting minutes.
  • Conduct inspection, survey or observation as and when required.
  • Organise and conduct safety promotion activities for, including the Safety Management System training programme.
  • Draft articles for safety publication to promote operational safety awareness amongst employees.
  • Participate in projects and tasks as and when directed by the Manager, Safety Management System (MSMS) or Assistant Manager, Safety Management System (AMSMS).

The Ideal Candidate

Experience

  • Minimum 3 years of relevant work experience in aviation industry, preferably in safety management or operational role.

Knowledge

  • Knowledge in Safety Management System (SMS).
  • Good understanding of airline's operations, particularly flight operations.
  • Bachelor's degree required, preferably in an aviation, or safety management discipline.
  • Formally trained in safety investigation is an added advantage.

Skills

  • Good interpersonal, time management, analytical, communication and presentation skills.
  • Excellent command of spoken and written English.
  • Ability to facilitate cross-teams discussion and projects.

Officer (Campus Safety and Facilities Management

The appointee will be a member of the Campus Safety and Facilities Management Section of the Estates Office and be responsible for providing quality facilities management services for the campus buildings and off-campus premises of the University.

Responsibilities:

  • Provide support on matters related to venue booking and event management;
  • Assist in monitoring the operation of outsourced contractors/workers;
  • Assist in formulating, reviewing and consolidating operational procedures, workflow and guidelines;
  • Handle enquiries and complaints related to facilities management matters;

Requirements:

  • A bachelor's degree with at least four years of relevant work experience;

Position Description

The purpose of Head of Occupational Health and Safety is to lead our health and safety initiatives within the HAECO group. This role involves close cooperation with the entities (matrix organization) to strive for zero harm and ensure adherence to and compliance with all relevant laws and regulations. The ideal candidate will ensure that all operations comply with OHS regulations and other relevant standards, promoting a safe and healthy work environment. This role required flexibility and regular duty trips to the various sites.

What You'll Do

  • Develop and Implement OHS Programs: Design and oversee comprehensive OHS programs to ensure adherence to local regulations, aviation standards, SWIRE and HAECO Group requirements as well as related other applicable laws. This applies to internal and external parties.
  • Risk Assessment and Management: Identify, assess, and mitigate health and people safety risks associated with aviation operations, maintenance activities, general operations as well as subcontractors.
  • Policy Development: Draft, review, and update company policies and procedures to ensure compliance with regulatory requirements.
  • Audits and Inspections: Conduct regular audits and inspections to identify potential hazards and implement corrective actions. Ensure timely, comprehensive follow-up and implementation of actions.
  • Training and Education: Support in defining training programs and provide training and education to staff on health and safety requirements and changes in regulations.
  • Incident Investigation: Investigate reports of accidents or incidents and take appropriate corrective actions. Ensure that learning are shared across the network and are applied where applicable.
  • Reporting: Develop safety reports for internal and external stakeholders and conduct statistical analysis to identify safety trends. Advise management on safety compliance concerns and preventive actions.
  • Liaison with Regulatory Bodies: Maintain effective communication with OHS and other regulatory authorities, ensuring timely submission of required documentation and reports.
  • Stay Updated: Keep abreast of changes in health and safety regulations and best practices, adapting OHS programs accordingly.
  • Manage the emergency response plan and coordinate emergency drills.
  • Organize, participate and follow-up on safety meetings and workshops to represent the organization.
  • Adhere to management directives and perform assigned tasks as required, even if they fall outside the specific duties listed in the job description.

What You'll Need

1. Functional and other Relevant Experience

  • Minimum of 5-7 years of experience in health and safety management within the aviation or MRO industry, with a strong understanding of OHS regulations.
  • In-depth knowledge of health and safety including laws and regulations.
  • Excellent communication and interpersonal skills.
  • Accept management accountability and encompass the ability to lead in a matrix organization with guidance, convincing arguments and collaboration.
  • Strong analytical and problem-solving skills.
  • High degree of professional ethics and integrity.
  • Ability to handle confidential information with discretion.
  • Leadership and team management skills.

2. Qualifications and other Relevant Knowledge

  • Bachelor's degree in occupational health and safety, Environmental Health, Engineering, or a related field. A master's degree or relevant certifications (e.g., NEBOSH, IOSH) is a plus.
  • Fluent in English and Mandarin.

How you will make an impact:

  • To support the safety-related businesses and operation of property services and its business units including Mechanical and Electrical (M&E) service, cleaning service, security service and property management service.

What we are looking for:

  • Degree or Higher Diploma in Occupational Safety and Health or relevant disciplines
  • Minimum 4 years of relevant working experience in sizable companies, preferably in property and facility management companies
  • Registered Safety Officer from the Hong Kong Labour Department
  • Strong sense of responsibility, self-motivated, initiative and strong communication and interpersonal skills
  • Ability to conduct on site safety training, inspection and manage safety documents
  • Proficient in PC applications including MS office and English & Chinese Word Processing
  • Good command of English & Chinese written skills

  • Lead audits, inspections, and assessments to verify compliance with safety regulations and internal standards.
  • Oversee the deployment and enforcement of the OSH management system across AP OUs.
  • Develop and oversee regional safety training programs, including onboarding, the Safety Transformation Program (STP) and specialized modules.
  • Promote a proactive safety culture by encouraging incident reporting, near-miss analysis and continuous improvement.
  • Establish and monitor contractor management systems and programs to ensure safety compliance.
  • Lead investigations into safety incidents and near-misses, including potential Serious Injury and Fatality (SIF) incidents, following TK Elevator established methodologies.
  • Develop, monitor and govern the implementation of corrective and preventive actions to prevent recurrence.
  • Report serious incidents to senior management and relevant regulatory authorities as required.
  • Collect, analyze, and visualize incident data for local and global leadership.
  • Provide strategic guidance and support to regional OSH teams, OU/country leaders, and managers, fostering stronger employee engagement.
  • Build and maintain strong relationships with government agencies, industry bodies, and internal stakeholders.
  • Lead initiatives to advance safety culture, accountability, and best practices across all organizational levels.
  • Benchmark regional safety performance against industry best practices and global standards.
  • Implement continuous improvement processes driven by data, feedback, and lessons learned. Drive and promote company level safety initiatives and campaigns throughout the BU.
  • Maintain and periodically review safety documentation, records, and compliance reports, including subcontractors.
  • Prepare comprehensive safety reports for management review.
  • Ensure accurate and timely tracking of safety training, audits, inspections, and incident reports in alignment with Global OSH reports and BI.
  • Develop and present clear, concise, and insightful reports on contractor management performance, compliance status, and improvement initiatives to relevant stakeholders and leadership.
  • Contribute to the maintenance and improvement of systems and tools used for data management.
  • Develop region-specific emergency response plans, including Business Continuity Plans (BCP), and conduct regular drills.
  • Coordinate emergency response activities with local authorities and internal teams to ensure readiness.
Qualifications
  • Background: Proven experience in OSH, ideally within construction, engineering, manufacturing or elevator sector.
  • Extensive knowledge of regional and international OSH regulations, standards (including ISO 45001).
  • Strong leadership, communication and interpersonal skills.
  • Ability to analyze safety data, identify trends and recommend practical safety solutions.
  • Certification such as NEBOSH, IOSH, or equivalent is preferred.
  • Fluency in English; proficiency in regional languages (e.g. Chinese, Korean, Hindi) is a plus.
