Major Tasks

  • Responsible for sourcing and tendering activities:
  • Supervise and be responsible for the end-to-end RFX processes.
  • Manage and be responsible for tender/RFQ documentation.
  • Coordinate and lead the tender briefings.
  • Negotiate with suppliers for the best interest of the Club and business units.
  • Oversee daily procurement operations:
  • Responsible for contract execution (PO issuance, deliveries, and rejects handling).
  • Manage requisition and obtain approval according to business needs.
  • Mentor and support junior staff in ordering, ordering confirmation, and tracking processes.
  • Contribute to the sub-category planning process:
  • Responsible for developing sub-category planning through dynamic analysis of cost structures, supplier research, market indicators, and expenditure opportunities.
  • Manage or support the development of sub-category planning and assist the category manager in building the category strategy.
  • Lead market research to identify and qualify potential suppliers that can consistently meet business requirements.
  • Lead the development of market intelligence on product trends, seasonality, new offerings, etc.
  • Lead Supplier Management activities:
  • Collect supplier performance feedback, monitor supplier performance, and facilitate supplier evaluations in line with key performance indicators and customer feedback.
  • Build and enhance relationships with suppliers to support the execution of procurement and category management strategies.
  • Responsible for identifying potential supplier risks.
  • Support any post-contract management and change management activities.
  • Facilitate the Club's implementation of strategic procurement:
  • Contribute to the ongoing transformation of the function and be a change catalyst.
  • Identify process gaps and drive continuous improvement for the procurement function through analysis, market benchmarking, and sharing of best practices.
  • Assist in maintaining and updating the Club's Procurement Policy and Procedures.
  • Maintain the latest knowledge database of supply market, capabilities, and technology.


About You

  • 5-8 years of related work experience in a sizable organization.
  • Degree in Procurement, Supply Chain, Business Administration or related disciplines.
  • Experience in managing the tender process and preparation of tender documents.

  • Collaborate with HSP to develop sustainable procurement strategies for short, medium, and long-term needs
  • Ensure comprehensive input into strategy development across functions, divisions, departments, and levels


Procurement Demand Planning

  • Conduct demand planning reviews and derive insights from spend analysis
  • Maintain category knowledge and data, incorporating benchmarks and estimations into strategies
  • Regularly update stakeholders on Category procurement progress
  • Proactively manage stakeholders to maximise value from strategic procurement activities


Strategic Category Management

  • Develop a strategic approach to manage assigned categories for timely, quality supply and best value
  • Identify opportunity improvement targets and deliver annual benefits
  • Define sub-category strategies and objectives aligned with business/user department targets
  • Engage with stakeholders to support innovative procurement and category management strategies
  • Update strategies to reflect changes in needs, industry, and business environment

  • Cultivate a China market sourcing strategy to reduce import dependence
  • Benchmark and assess the supply market, risks, competition, trends, and opportunities
  • Develop short, medium, and long-term sourcing strategy with EM


Supplier Strategy and Management

  • Develop and manage strategic supplier relationships
  • Regularly review the supply marketplace for the assigned category
  • Implement a formal feedback loop for supplier development
  • Ensure supplier development aligns with category strategy and planning
  • Attend industry events to gather market intelligence and build a global sourcing network


Stakeholder Coordination

  • Coordinate supplier development activities with business, sub-category teams, and CRC team
  • Facilitate executive meetings to follow through on action items and meet project milestones
  • Set up regular meetings with stakeholders, including business, operations, CRC team, and external suppliers


About You

  • Degree holder with professional qualification in Procurement, Supply Chain or Business Administration (e.g. CIPS or equivalent)
  • At least 10-12 years’ experience in procurement with focus on category management and supplier management
  • Worked in a feed (preferably animal / horse feed industry) and / or logistics / distributor environment
  • Strong knowledge of strategic sourcing / procurement and commercial and contract management tools and technical
  • Project management experience
  • Able to establish, influence and maintain collaborative partnership and engage in effective negotiations with a broad range of parties.

The job holder is tasked with leading the planning and execution of sourcing and procurement strategies for the Club's Property Capital Expenditures (PCE) portfolio. The job holder requires strategic advice provision, team leadership, and adherence to the club's and ethical standards.

Job Summary

The job holder is tasked with leading the planning and execution of sourcing and procurement strategies for the Club's Property Capital Expenditures (PCE) portfolio. The job holder is key for the Club's growth, involving commercial management and risk control for various construction projects. The job holder must provide expert cost estimates, procurement and contracting strategies, and contract and commercial oversight to ensure optimal financial commitments and supplier engagements. He/she will work on a range of PCE projects and contribute to the Club's five-year procurement programme, collaborating with multiple departments to optimize strategies. The job holder requires strategic advice provision, team leadership, and adherence to the club's and ethical standards.

Major Tasks

  • Support and implement an end-to-end integrated functional model from estimating and demand planning, procurement and contract strategies, and commercial management and control including holistic reporting that delivers optimum value and mitigates procurement and commercial risks to the major / key projects of the responsible PCE portfolio.
  • Within the responsible PCE portfolio, lead the procurement strategies development that deliver values to the major / key projects and forward thinking. Identify the most appropriate sourcing direction; Build and maintain working relationships with internal and external stakeholders to direct and implement the Club's sourcing and vendor partnership approach. Ensure the tender governance is strictly adhered to.
  • Within the responsible PCE portfolio, lead the estimating, cost reporting and post-contract commercial management in enhancing cost forecast, contract management and commercial controls that are accurate and forward thinking. Ensure benchmarking and cost analysis; developing contract strategies that protect the best interest of the Club with balanced risk. Providing efficient post-contract management, pro-active cost monitoring, as well as strategizing claims settlement negotiation.
  • Establish short-term, medium-term and long-term organizational objective of the streamlined Strategic Procurement and Commercial Management (Property Construction) Team. Improve people capabilities and other enablers in policy and standards to achieve the enhanced one-team end-to-end service approach in support of the major / key PCE project.
  • Provide oversight to the development of sourcing and procurement strategies, and contract and commercial function for major / key Property capital projects for the Club's subsidiaries and associate companies in Hong Kong and / or Mainland cities, towards corporate strategic objectives.
  • Build and maintain a knowledgeable and competent strategic procurement and commercial management team to deliver optimum business performance and maintain high standards of service quality for the major/ key PCE projects of the responsible portfolio.
  • Ensure Club's future growth needs are supported.
  • Enable the Club to be treated as a customer of choice, yet protect the Club's interests at all times.


Education

  • Degree holder with professional qualification in Construction, Surveying, and/or Procurement from recognized institute (e.g. RICS, HKIS, CIPS or equivalent) (essential)


Experience

  • Minimum 15 years of experience in procurement and commercial management for diversified projects in construction industry, preferably in client and/or contractor role
  • Solid experience in cost estimating and analysis, consolidated project cost monitoring and contractual claims settlement
  • Experience in:
    • Supporting the development and implementation of sourcing and procurement strategies for property capital and engineering projects
    • Delivering benefits through strategic procurement and category management
    • Supporting the end-to-end cost and commercial management of sizeable and diversified construction projects
    • Working with consultants, contractors and suppliers
    • Managing suppliers as partners and developing suppliers relationships
    • Serving as a Strategic Procurement and Commercial Management Manager and developing Strategic Procurement & Category Management teams
    • Strategic procurement and category performance management
  • Strong knowledge of strategic sourcing / procurement and commercial & contract management tools and techniques
  • Technical expertise (breadth and depth) in portfolio/specialist areas (Construction, MEP, FM, FF&E and/or OE&S)
  • Expertise in the Property and Construction sectors
  • Project management experience would be preferable
  • Able to establish, influence and maintain collaborative partnerships and engage in effective negotiations with a broad range of parties
  • Proficiency in both written and spoken English and Chinese, fluent in Mandarin is a plus

Job Summary
The job holder is tasked with leading the planning and execution of sourcing and procurement strategies for the Club's Property Capital Expenditures (PCE) portfolio. The job holder is key for the Club's growth, involving commercial management and risk control for various construction projects. The job holder must provide expert cost estimates, procurement and contracting strategies, and contract and commercial oversight to ensure optimal financial commitments and supplier engagements. He/she will work on a range of PCE projects and contribute to the Club's five-year procurement programme, collaborating with multiple departments to optimize strategies. The job holder requires strategic advice provision, team leadership, and adherence to the club's and ethical standards.

Job Summary

The job holder requires strategic advice provision, team leadership, and adherence to the club's and ethical standards.
Major Tasks

  • Support and implement an end-to-end integrated functional model from estimating and demand planning, procurement and contract strategies, and commercial management and control including holistic reporting that delivers optimum value and mitigates procurement and commercial risks to the major / key projects of the responsible PCE portfolio.
  • Within the responsible PCE portfolio, lead the procurement strategies development that deliver values to the major / key projects and forward thinking. Identify the most appropriate sourcing direction; Build and maintain working relationships with internal and external stakeholders to direct and implement the Club's sourcing and vendor partnership approach. Ensure the tender governance is strictly adhered to.
  • Within the responsible PCE portfolio, lead the estimating, cost reporting and post-contract commercial management in enhancing cost forecast, contract management and commercial controls that are accurate and forward thinking. Ensure benchmarking and cost analysis; developing contract strategies that protect the best interest of the Club with balanced risk. Providing efficient post-contract management, pro-active cost monitoring, as well as strategizing claims settlement negotiation.
  • Establish short-term, medium-term and long-term organizational objective of the streamlined Strategic Procurement and Commercial Management (Property Construction) Team. Improve people capabilities and other enablers in policy and standards to achieve the enhanced one-team end-to-end service approach in support of the major / key PCE project.
  • Provide oversight to the development of sourcing and procurement strategies, and contract and commercial function for major / key Property capital projects for the Club's subsidiaries and associate companies in Hong Kong and / or Mainland cities, towards corporate strategic objectives.
  • Build and maintain a knowledgeable and competent strategic procurement and commercial management team to deliver optimum business performance and maintain high standards of service quality for the major/ key PCE projects of the responsible portfolio.
  • Ensure Club's future growth needs are supported.
  • Enable the Club to be treated as a customer of choice, yet protect the Club's interests at all times.
Education
  • Degree holder with professional qualification in Construction, Surveying, and/or Procurement from recognized institute (e.g. RICS, HKIS, CIPS or equivalent) (essential)
Experience
  • Minimum 15 years of experience in procurement and commercial management for diversified projects in construction industry, preferably in client and/or contractor role
  • Solid experience in cost estimating and analysis, consolidated project cost monitoring and contractual claims settlement
  • Experience in:
    • Supporting the development and implementation of sourcing and procurement strategies for property capital and engineering projects
    • Delivering benefits through strategic procurement and category management
    • Supporting the end-to-end cost and commercial management of sizeable and diversified construction projects
    • Working with consultants, contractors and suppliers
    • Managing suppliers as partners and developing suppliers relationships
    • Serving as a Strategic Procurement and Commercial Management Manager and developing Strategic Procurement & Category Management teams
    • Strategic procurement and category performance management
  • Strong knowledge of strategic sourcing / procurement and commercial & contract management tools and techniques
  • Technical expertise (breadth and depth) in portfolio/specialist areas (Construction, MEP, FM, FF&E and/or OE&S)
  • Expertise in the Property and Construction sectors
  • Project management experience would be preferable
  • Able to establish, influence and maintain collaborative partnerships and engage in effective negotiations with a broad range of parties
  • Proficiency in both written and spoken English and Chinese, fluent in Mandarin is a plus

Job Description

Oversee the end-to-end Supply Chain operations to ensure efficient, cost-effective production and distribution of goods, aligning with organizational goals for growth, sustainability, and customer satisfaction. This role is critical for optimizing global logistics, mitigating risks of customs and trade, and driving innovation in complex, multi-tiered supply chains.

Responsibilities:

  • Manage projects in coordination with different parties and subordinates to ensure the project timeline is achieved
  • Process improvement to enhance operational efficiency and effectiveness
  • Formulate and implement the operation procedure to fulfil trade requirement
  • Establish KPIs for services providers and monitor service level and performance effectiveness
  • Proactively address supply chain disruptions and offer contingency planning
  • Frequent traveling to production plant in China, Vietnam or other countries to support the projects implementation
  • Perform other ad-hoc duties as assigned

Requirements:

  • Bachelor’s degree in Logistics Management, Supply Chain Management or other relevant discipline
  • Minimum 5 years’ solid logistics, order processing, inventory control and managerial experience gained from sizable manufacturing/trading companies
  • Good computer skills including Excel and Power Point
  • Experience in using Oracle system is preferable
  • Good communication, coordination and interpersonal skills
  • Good analytical, problem solving and negotiation skills
  • Work independently and multitasking
  • Good command of spoken and written English, Mandarin and Cantonese
  • Frequent travel to China, Vietnam and other countries is required
