- Act as a Technical Project Manager to manage IT projects, including implementation of a private cloud platform enhancement and its security-related products to support deployment of new applications in private cloud environment

Hong Kong Interbank Clearing Limited (hereinafter referred to as "the Company") is a private organization jointly owned by the Hong Kong Monetary Authority (HKMA) and The Hong Kong Association of Banks. The Company's key objective is to develop and operate a safe and efficient multi-currency and multi-dimensional financial infrastructure in Hong Kong for:
- large-value interbank fund transfers denominated in HKD, USD, Euro and RMB;
- interbank money settlement of equity and debt securities transactions in Hong Kong via the linkages with the Hong Kong Securities Clearing Company Limited and the HKMA's Central Moneymarkets Unit (CMU) system;
- small-value interbank fund transfers denominated in HKD and RMB via the HKD and RMB Faster Payment System; and
- interbank clearing and/or money settlement of retail payments, such as paper cheques, autocredits, credit card payments, etc. in Hong Kong.
The Company is also the operator of the HKMA's CMU system.

We are looking for a suitable candidate to take up the following job position.
Manager (Cloud Computing)Major Responsibilities
- Act as a Technical Project Manager to manage IT projects, including implementation of a private cloud platform enhancement and its security-related products to support deployment of new applications in private cloud environment
- Manage the project timeline and drive the delivery of project implementation on technical aspect, also to ensure the proper operational transition before production launch
- Manage and identify the inter-dependencies on the implementation of different technological components
- Manage the technical enquiries and handle the problem isolation in order to speed up the troubleshooting turnaround time including resource and communication alignment
- Prepare and review the project related documents, e.g. design documents
Manage the following key aspects of the project according to the defined project governance framework:
Scope and schedule which including development of the project plan, integration of vendor's project plan into the master project plan, and identification of the critical path
- Communication which including arrangement of management meetings as well as presentation materials and minutes, preparation of progress reports and ensuring involvement of the related stakeholders
- Tracking of project expenses and preparation of expenditure report based on the defined budget
- Study of related vendor contracts to ensure realization of contract benefits
- Management of priorities to ensure that all critical path-related tasks are on track
- Keep track of project issues as well as risk and action items to ensure settlement of any outstanding item by related owners
- Manage project team of vendor and work closely with internal project team members and stakeholders to ensure timely delivery of the project
- Ensure proper documentation of the project and drive the project closure
- Perform other project-related duties as assigned by supervisors
Requirements
- University degree in information technology, computer science or related discipline
- Minimum 8 years of relevant experience preferably gained from major financial institutions with proven experience in managing scalable IT infrastructure projects or Cloud platform projects
Solid and hands-on technical experience in at least one of the following areas:
Public and/or private cloud platform;
- Networking and related security products (e.g. routing, firewall, web application firewall);
- Kubernetes (K8S) and/or Service Mesh;
- DevOps products and pipeline maintenance, especially Infrastructure as Code and related platform automation; and
