Job Summary:

We are seeking a detail-oriented professional with strong communication skills to support technology resilience and risk advisory activities across the HKEX Group. The role involves monitoring and reporting on cyber and technology risks, preparing clear and structured governance reports on control measures and their effectiveness, and enhancing incident readiness and response.

Job Duties:

Responsibilities:

  • Help facilitate the governance and management of cyber and technology risks across the HKEX Group.
  • Role will include coordinating with internal departments to track cyber and technology risk mitigating measures and controls; and help draft reports on control measures and their effectiveness for senior stakeholders.
  • Support efforts to enhance the readiness of relevant stakeholders in handling cyber and technology incidents.
  • Monitor and research emerging cyber and technology risk trends; escalate potential risks in a timely manner and propose appropriate mitigating measures.
  • Identify cyber and technology risk implications for key projects and initiatives.
  • Assist in defining practical policies, guidelines and playbooks which incorporate applicable legal and regulatory requirements, industry standards, and best practices.
  • Support investigations into cyber and technology incidents or control lapses.
  • Assist with cross-domain risk initiatives that support 2nd Line responsibilities as needed.
  • Support the maintenance of effective relationships and collaboration with regulators, law enforcement, exchange peers and industry partners.

Requirements

  • At least 3-4 years of relevant experience in cyber and technology risk management, preferably in the financial services sector or professional services (e.g. Big 4 firms) supporting financial services clients.
  • University degree in business, information security, computer science or related fields of study preferred.
  • Excellent written and spoken English; proficiency in Cantonese and Putonghua would be an advantage.
  • Strong communication skills with a proven ability to draft clear and structured communications on complex cyber and technology risk matters for both technical and business audiences.
  • Experience in cyber and technology risk governance, system testing quality assurance, industry standards (including NIST CSF), policy formulation, incident management, assessment, and audits.
  • Knowledge of IT environments and related controls from both tactical and strategic viewpoints.
  • Track record in implementing changes or projects involving different stakeholders and aligning their interests.
  • Relevant certifications such as CISA, CISSP, or equivalent preferred.
  • General knowledge of financial markets, exchange operations, and regulatory practices highly regarded.

Job Description

  • Handle incoming email and phone enquiries
  • Prepare proposal, quotation, and agreement for customers
  • Provide technical solution to customers
  • Communicate with laboratory staff on sample handling and test requirement to ensure proper job management
  • Maintain good relationship with customers
  • Work closely with frontlines to explore new business
  • Monitor test status and keep testing record for key customers
  • Provide regulation update and recommendations to customers
  • Ensure quality and accuracy of work
  • Handle ad-hoc tasks from team leader

Qualifications

  • Holder of higher diploma or above in chemistry related discipline (Candidate from non-chemistry background with laboratory experiences will also be considered)
  • With Customer Service relevant work experience is of an advantage
  • Good communication skills
  • Good command of both written and spoken English and Chinese (including Mandarin)
  • Good computer knowledge of MS Excel, Word and PowerPoint
  • Project Management skill is of an advantage

Key Responsibilities

Project Oversight, Management & Execution

  • Contribute to the development, prioritization, and refinement of strategic project roadmaps.
  • Identify and recommend opportunities for operational optimization and transformation to drive organizational excellence.

Stakeholder Management

  • Engage with regional stakeholders to define project scopes, objectives, and success criteria.
  • Facilitate clear and consistent communication between project teams and stakeholders at all levels.
  • Manage stakeholder expectations and ensure alignment throughout the project lifecycle.

Resource Management

  • Coordinate with TDM leadership to manage and optimize the deployment of global project resources.
  • Oversee the professional development, performance management, and succession planning of the regional project management team.

Risk & Issue Management

  • Proactively identify, assess, and mitigate project risks and issues.
  • Develop contingency plans and lead resolution efforts to maintain delivery momentum.

Performance Monitoring & Reporting

Qualifications

Education & Experience

  • 8-10+ years of global project/program management experience, including 3+ years in a regional or enterprise leadership capacity.

Workforce Services is within the Enterprise Technology & Services (ETS) organization at Morgan Stanley. Workforce Services (WS) hosts the Firm's global support services from global call centers to executive support. Within WS, Technology Delivery Management (TDM) specifically focuses on the enablement of our enterprise technology leaders with a broad range of services from project management to strategy execution and organizational design.
The TDM Regional Lead is a strategic leadership role responsible for overseeing the execution, governance, and alignment of project portfolios across a defined region. This individual ensures that all initiatives adhere to firmwide standards, deliver measurable value, and support enterprise transformation goals. The role serves as a critical bridge between regional execution teams, global PMO leadership, and global stakeholders ensuring transparency, consistency, and accountability.
Key Responsibilities
Project Oversight, Management & Execution

  • Lead, mentor, and guide project teams within the region to ensure high performance and delivery excellence.
  • Oversee the execution of projects to ensure they are delivered on time, within scope, and within budget.
  • Implement and enforce project management methodologies, tools, and best practices in alignment with TDM Standard Operating Procedures.
  • Personally manage and execute high-profile, business-critical projects as needed.
Strategic Planning & Alignment
  • Collaborate with senior stakeholders to ensure regional project portfolios align with broader organizational goals.
  • Contribute to the development, prioritization, and refinement of strategic project roadmaps.
  • Identify and recommend opportunities for operational optimization and transformation to drive organizational excellence.
Stakeholder Management
  • Engage with regional stakeholders to define project scopes, objectives, and success criteria.
  • Facilitate clear and consistent communication between project teams and stakeholders at all levels.
  • Manage stakeholder expectations and ensure alignment throughout the project lifecycle.
Resource Management
  • Coordinate with TDM leadership to manage and optimize the deployment of global project resources.
  • Oversee the professional development, performance management, and succession planning of the regional project management team.
Risk & Issue Management
  • Proactively identify, assess, and mitigate project risks and issues.
  • Develop contingency plans and lead resolution efforts to maintain delivery momentum.
Performance Monitoring & Reporting
  • Define and track key performance indicators (KPIs) and success metrics for regional projects.
  • Provide regular, data-driven portfolio updates to stakeholders and senior leadership, highlighting progress, risks, and opportunities.
Qualifications
Education & Experience
  • 8-10+ years of global project/program management experience, including 3+ years in a regional or enterprise leadership capacity.
  • Proven success managing complex, cross-functional portfolios in a matrixed organization.
  • Experience with virtual and global collaboration and related techniques.
  • Excellent analytic skills, strong experience in metrics/KPI creation and management.
  • Excellent written and verbal presentation skills with a high attention to detail.
Skills & Competencies
  • Strong leadership, communication, and stakeholder engagement skills.
  • Deep understanding of project management methodologies (Agile, Waterfall, Hybrid).
  • Proficiency in project and portfolio management tools (e.g., MS Project, JIRA, PowerBi, Excel, PowerPoint).
