We are seeking an experienced and dynamic professional to serve as the on-site commander and strategic lead for a major security operation in Kowloon. This pivotal leadership role represents our contractor and assumes full command responsibility for managing, planning, and supervising a comprehensive security team within a prestigious campus environment.
Key Responsibilities
Exercise full command of the on-site security operation, maintaining close liaison with the Security Control Center.
Lead, manage, and discipline a large team of 100+ security personnel.
Conduct daily patrols and integrity checks to ensure site safety and operational readiness.
Develop and implement strategic security plans, conduct risk assessments, and direct tactical staff deployment.
Lead complex incident investigations and compile comprehensive reports.
Design and deliver professional training programs covering technical, disciplinary, and physical aspects of security work.
Provide expert strategic advice on security and risk management to the client's Head of Security.
Oversee duty rostering and ensure precise maintenance of all security records and documentation.
Requirements
Proven leadership experience: Minimum 5 years in a full-time supervisory role managing at least 100 security personnel at a large commercial or institutional site; OR 10 years' service in a disciplinary/law enforcement agency with equivalent large-site command experience.
Holder of a recognized Hong Kong degree or completion of formal disciplinary/law enforcement pre-employment training.
Fully proficient in English, Cantonese, and Putonghua, with strong verbal, written, and reading skills.
Demonstrated competence in training, case investigation, strategic planning, and risk assessment.
Exemplary integrity, discipline, professionalism, and physical fitness, with a verifiable employment history.
Must possess a valid Hong Kong Driving License (Class 1 & 2) with a clean driving record for the past 3 years.

About the Role

The Security Manager is responsible for supporting the Security Director in overseeing the security operations and personnel for the organization. This includes serving as a liaison with local law enforcement, monitoring the organization's property and assets, assisting with the management of the security fleet and training of security staff, as well as handling security incidents, reporting, claims investigation, and security for special events.
- Act as the primary point of contact for local law enforcement agencies, coordinating with police on security matters, incidents, and investigations.
- Monitor the organization's physical property, facilities, and assets to ensure the security and safety of personnel and resources.
- Provide primary response to security incidents.
- Assist the Security Director in the management and maintenance of the security vehicle fleet security systems and coordinating with the fleet management department.

Principal responsibilities
- Ensure all IT practices align with local cybersecurity regulations and internal cybersecurity standards for both banking and insurance sectors (e.g., HKMA C-RAF, HK IA GL20, etc.), and maintain proper and timely communication with various stakeholders.
- Streamline the assessment process, monitor outstanding issues, and lead or facilitate remediation efforts.
- Provide expertise, consultancy, and support as the Subject Matter Expert in Cybersecurity to various business units/functions to identify risks and determine the necessary IT security controls.
- Perform thorough security assessments and reviews focused on cloud security, third-party security, and application security, and provide actionable recommendations for security controls to address identified cybersecurity risks.
- Support projects involving emerging technologies, including Artificial Intelligence (AI) and Distributed Ledger Technology (DLT), by assessing associated cybersecurity risks and recommending appropriate security controls.
- Conduct IT and application risk assessments and provide design consultancy for software delivery.
- Monitor security incidents and coordinate incident response activities, including investigation, containment, eradication, and lessons learned.
- Stay abreast of the latest cybersecurity threat landscape and evaluate potential impacts on the bank.
- Deliver security awareness training to internal staff as well as third parties.
Requirements
- Bachelor's degree in computer science or a related discipline.
- Proven experience in IT security and risk management; candidates with less experience may be considered for an Associate role.
- Solid experience in cybersecurity controls, and IT risk management frameworks.
- Strong understandings of all IT and cybersecurity domains.
- Strong knowledge of banking and insurance regulations and guidelines related to cybersecurity and technology risk management, including Fintech.
